JOB DESCRIPTION : 

Democracy International (DI) implements the USAID-supported Protection, Inclusion, and Empowerment (PIE) activity, which aims to support disadvantaged and marginalized populations in Armenia through needed legal/regulatory framework changes, improved services, and intensified cooperation between the government and non-governmental actors to address the needs of vulnerable populations. It aims to do so through five interrelated components: 1) inclusion, protection, and empowerment policy and legislative reform; 2) improved inclusion, protection, and empowerment services for vulnerable and marginalized groups; 3) enhanced protection and inclusion of those affected by instability and violent hostilities/conflict; 4) outreach, communications, research regarding social sector policy and services; and 5) adaptive social protection to address the impacts of global or domestic crises. In support of these objectives, DI assists national working groups in conjunction with national councils to improve their capacity to deliver social protection services and implement reforms; assists national working groups to organize annual meetings; identifies training needs for working group members; and develops and implements reform action plans. This process will further bolster collaboration between Government of Armenia (GOA) and civil society organizations (CSOs).

DI seeks to hire an expert to support national working groups on Countering Trafficking in Persons (C-TIP) and Gender Equality to improve their capacity to implement reforms and identify training needs for working group members. The expert will assist in conducting annual and ad hoc meetings and develop working group action plans with checklists or other planning prompts, including build their capacity through targeted training, timeline to achieve agreed tasks, standards to measure success and address the challenges.

RESPONSIBILITIES : 

- Coordinate and maintain national working groups on C-TIP and Gender Equality;
- Organize and facilitate ad hoc discussions and annul meetings;
- Identify training needs for working groups members, including conducting training needs assessments;
- Develop working group action plans and support implementation;
- Conduct progress reviews to consolidate learning and identify both successes and remaining challenges;
- Report drafting;
- Summarize outcomes and recommendations from working group meetings into reports.

The position reports to DI’s Inclusion Specialist based in Yerevan.

REQUIRED QUALIFICATIONS : 

- Knowledge of legal framework and national and international policies on C-TIP, including national strategies and action plans;
- Knowledge of legal framework and national and international policies on gender equality and inclusion, including national strategies and action plans;
- Experience organizing meetings, facilitating discussions and conducting presentations;
- Experience conducting training needs assessments;
- Experience drafting reports;
- Strong communication and interpersonal skills to engage with stakeholders and collaborate with government entities and organizations.

Deliverables
- Two action plans developed separately for both working groups;
- Two need assessment reports on identified knowledge and capacity gaps and training needs for working groups members;
- Two working group meeting reports. The expert shall organize two working group meetings and provide participant lists and meeting minutes to DI.

APPLICATION PROCEDURES : 

It is expected that the Expert will work for a 10-month period. The Expert will only be compensated for days agreed in writing by DI and when deliverables are submitted on-time and of an acceptable quality. The Experts will be paid monthly against a timesheet. If travel is required, DI will bear the travel expenses in accordance with its travel policy.
