JOB DESCRIPTION : 

- The USAID Economic Foundations for a Resilient Armenia is a five-year contract to CNFA that will strengthen key economic actors within both the public and private sector to exercise economic stewardship, particularly to enhance Armenia’s economic security and ability to take advantage of periods of economic growth and navigate economic downturns, and ultimately build a more resilient Armenian economy;
- The Grants Officer, as a member of the Grants Team, will play an important role in managing the grant activities for the USAID-funded Economic Foundations Activity. The grants program of the activity aims to support project objectives, including, but not limited to catalyzing investments, increasing and diversifying exports, increasing productivity and building capacity in stakeholder organizations;
- The Grants Officer will be responsible for supporting the implementation of the grants lifecycle ensuring compliance with USAID and CNFA regulations and policies.

RESPONSIBILITIES : 

- Prepare documentation, including memos, agreements, and other relevant documents in English and Armenian for grants by maintaining complete files for each solicitation and awarded grant;
- Through site visits conduct and properly document thorough due diligence assessments of grant applicants to ensure their capacity to implement projects effectively;
-Ensure timely and accurate reporting from grantees by reviewing financial and programmatic reports to ensure compliance with USAID and CNFA requirements;
- Monitor grantee performance, provide ongoing support and guidance to grantees by addressing any issues or challenges that may arise throughout the application process;
- Maintain comprehensive grant records by monitoring the delivery of milestones, tracking disbursements, modifications to agreements, and any other relevant information;
- Track all financial inflows and outflows of grant projects, ensuring all funds provided are properly accounted for in respective logs and trackers;
- Stay up to date with USAID regulations, policies, and compliance requirements, ensuring program adherence at all times;
- Follow internal compliance procedures and controls to mitigate risks and ensure accountability;
- Maintain effective communication and relationships with key stakeholders, including government agencies, NGOs, and other implementing partners;
- Contribute to periodic reports by the Economic Foundations Activity with respect to grantmaking performance, drafting of solicitation documents and related templates for the grants program.

REQUIRED QUALIFICATIONS : 

- Bachelor's degree in a relevant field (e.g., business administration (with a preferred focus on enterprise development), economics, finance, auditing, international development, or a related field);
- Minimum 2 years of experience in program and/or grants management, preferably in a USAID-funded activity or a similar international development context, with a focus on implementation of economic development projects in Armenia;
- Knowledge of USAID regulations, policies, and compliance requirements;
- Excellent organizational and analytical skills, with the ability to manage multiple tasks and deadlines effectively;
- Strong interpersonal and communication skills, ability to collaborate and work effectively with diverse stakeholders;
- Experience in conducting due diligence assessment and risks management;
- Proven ability to provide training and guidance to staff, beneficiaries/ stakeholders, and partners;
- Proficiency in relevant software applications, including MS Office Suite and program management systems and tools;
- Strong writing skills and verbal communication in both Armenian and English. Knowledge of other languages is an asset;
- Ability to travel to the regions of Armenia.
