: 
Democracy International (DI) is seeking to hire a Monitoring, Evaluation, and Learning (MEL) Officer for the multi-year USAID-funded Protection, Inclusion, and Empowerment Activity in Armenia. Based in Yerevan, Armenia, the project supports local officials, civil society leaders, private sector actors, and marginalized groups in addressing legislative gaps, enhancing collaboration among local stakeholders in policymaking and implementation, increasing resources, and strengthening their responsiveness to unforeseen events. This will be a full-time position based in Yerevan, Armenia. This position is only open to Armenian citizens.
The MEL Officer works with the DI technical team, partners, government counterparts, and home office technical teams to support the project’s monitoring, evaluation, and learning, including the tracking of project outcomes, activities, achievements, and results.
RESPONSIBILITIES
: 
- Provide technical support for the maintenance of project databases, tracking mechanisms and data management mechanisms, including conducting data entry and regular updating;
- Collaborate with MEL Specialist to implement project MEL plan, including ensuring data consistency, timeliness of MEL activities, and adherence to standard operating procedure and protocols.
-Support the implementation of pause and reflect sessions, and the Collaborating, Learning and Adapting (CLA) framework in program activities;
- Develop tools to evaluate and monitor project activities in collaboration with the technical team and grantees;
- Collaborate with MEL Specialist to provide strategic information, respond to data requests and ensure effective data visualization;
- Support the program’s sub-grant component, including the implementation of MEL plans, activities, and tools and the submission of MEL-related deliverables;
- Conduct regular field monitoring visits to verify the accuracy of collected data, ensure adherence to MEL standards, and gather firsthand insights;
- Ensure the implementation of robust data security and privacy measures to protect sensitive information and comply with relevant regulations and standards;
- Contribute to the development of project proposals by providing MEL-related inputs, including indicators, logical frameworks, and methodologies;
- Help with ensuring data quality assurance and leading data verification activities;
- Assist with documenting best practices, lessons learned, and project processes to
support project learning agenda and knowledge management;
- Contribute to reporting drafting, grant supervision, and activity implementation, as needed;
- Perform other duties as assigned by the Chief of Party or Deputy Chief of Party.
REQUIRED QUALIFICATIONS
: 
- A bachelor’s degree (or higher) and 5 years’ relevant work experience, or relevant work experience of 7 years in lieu of an advanced degree;
- Minimum of 5 years of experience with USAID compliance and reporting requirements;
- Minimum 7 years of work experience in monitoring and evaluating complex, large, multi-year, international development programs related to good governance, decentralization, and civil society programming;
- Strong demonstrated skills in planning, MEL and programming adaptation, inclusion, and budgeting;
- Proven expertise in quantitative and qualitative methodologies, operations research, governance management information systems, reporting, data quality assessments, data analysis and presentation and setting up and managing MEL systems that track performance as per the objectives set forth;
- In-depth familiarity with, understanding of, and ability to successfully navigate within the Armenian context preferred;
- Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members;
- Fluency in speaking and writing in English and Armenian required; and - Excellent computer skills.
This position is open to Armenian citizens and reports to the MEL Specialist.
