Development Professionals Inc. is looking for a Procurement and Grants Specialist.
RESPONSIBILITIES

Procurement:
- Conduct day-to-day management, including solicitation, evaluation, award, and monitoring of all procurements, and subcontracting on the project;
- Organize and facilitate solicitation conferences and information sessions if needed;
- Coordinate closely with project’s operational personnel to ensure timely delivery of appropriate subcontracts and other procurement requirements relevant for supporting technical assistance delivery, equipment purchases, etc;
- Coordinate closely with DPI’s home office in ensuring full compliance with internal financial management, procurement, and auditing policies and procedures;
- Ensure effective interpretation, training and communication of DPI procurement management policies and procedures to project staff;
- Review procurement files for compliance with DPI and USAID requirements, including supplier identification, competition, source justification and/ or price reasonableness;
- Ensure and verify that all procurement transactions are approved and executed in accordance with applicable USAID regulations and DPI policies and procedures;
- Participate in the negotiations, draft relevant memos, execute and monitor all types of contracts or agreements with third parties, in line with USAID regulations, Federal Acquisition Regulations (FAR) requirements, and DPI policies and procedures;
- Draft procurement documentation, including RFQs/RFPs, evaluation memos, negotiations, and sole source justifications;
- Initiate negotiations with bidders, if necessary and respond to bidder inquiries in writing related to the evaluation or procurement process;
- Draft and issue written notifications of award, as well as contract agreements, (subcontracts and purchase orders); when required, prepare Consent to Subcontract requests, including the request letter and negotiation memo, for submission to USAID.
- Provide support to the project and assist with resolution for project performance, quality control or compliance issues related to procurement transactions;
- Prepare input for quarterly/ annual financial and activity reports, as well as other regular and ad hoc reports requested by USAID and/ or DPI home office.
Grants:
- Ensure compliance with USAID’s and DPI’s Grants Manual, and other procurement policies, practices and procedures related to all aspects of grant recipient monitoring and awards management;
- Coordinate closely with USAID’s on grants management tasks;
- Prepare and advertise solicitations in accordance with the Grants Manual policies and procedures;
- Coordinate with project’s Chief of Party/ Deputy Chief of Party in managing and monitoring budget for the grant mechanism and individual grants;
- Verify whether that grant applications and budgets submitted meet established criteria;
- Supervise due diligence activities in cooperation with other relevant staff members of the Project in accordance with the Grants Manual - environmental compliance, pre-award site survey, applicant vetting, legal registration, etc;
- Manage grant evaluation and submission process - screening potential grantees, evaluating potential grantees and applications according to the Grants Manual and USAID policies, assessment/ feasibility of requested equipment, arranging grant evaluation committee meetings and recording comments/ recommendations, submitting grant applications for USAID approval;
- Prepare grant agreements - including budget, deliverables/ milestones, standard provisions;
- Manage grant implementation in cooperation with other relevant staff members of the Project - ongoing monitoring of progress, preparing grant modifications, ensuring accurate and regular reporting, preparing payments to vendors/ recipients, managing agreement documentation, identifying and addressing technical and capacity-building assistance;
- Close out agreements in accordance with the Grants Manual - undertaking evaluation of impact, preparing disposition and close out documentation;
- Conduct periodic grants reviews in cooperation with the other relevant staff members of the Project including site visits to the grantees;
- Identify areas for building capacity among grant recipients and work with the Project team to help address these needs.
REQUIRED QUALIFICATIONS
: 
- At least a bachelor’s degree (preferably an advanced degree) in Business, Accounting, Economics, Public Administration, or a related field;
- At least 5 years of progressive experience in grants administration, accounting or financial management;
- Experience in USAID program management and associated US government laws and regulations is referred;
- Demonstrated experience in leading grant solicitation, due-diligence, selection, award, monitoring and evaluation and closeout of a large grants program; USAID grant making experience is a significant advantage;
- Extensive experience working with counterparts at various levels of government and/ or the private sector;
- Fully computer-literate and demonstrated high standard of financial reporting;
- Ability to work within multi-national teams;
- Fluency in both English and Armenian languages (speaking, reading, and writing).
