Chemonics is seeking applications to fill the vacancy for the position of Finance Manager. The Finance Manager will support the Operations and Finance team to ensure efficient operations, financial management, human resources administration, procurement, and compliance with USAID regulations, Chemonics policies, and local law. The team will also manage the Activity Strategic Implementation Fund, including grants and subcontracts, to ensure interventions are impactful, cost-efficient, and in line with all applicable regulations.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
Finance Manager Responsibilities:
- Assist the Finance and Operations Director in implementing the policies and procedures as set forth in Chemonics’ Field Office Guide to Field Accounting and Compliance;
- Maintain and effectively manage Activity finance systems, including trackers, procedures, and forms and conduct regular reviews of finance processes to identify opportunities for improvements;
- Ensure financial procedures are in compliance with the most recent USAID financial regulations and procedures;
- Maintain liquidity of funds, compliance with audit requirements, and provide regular financial reports;
- Enter and process the monthly field office project expenditures (locals) in ABACUS software;
- Handle vendors’ and suppliers’ accounts including invoices, general ledger maintenance, journal entries and account reconciliation. Carry out correct and timely payments to vendors and service providers;
- Process expense reports and assist with financial tracking of local subcontractors and fixed price contracts, in-country travel, and training expenses;
- Prepare checks, receipts, and journals, and assist with entering payments in financial accounting and banking systems;
- Review field staff timesheets and ensure accuracy of the information included, maintain and track annual and sick leave database;
- Ensure that all proper documentation per the policy manual and local regulations, including supporting documentation and approvals, is in place for each transaction before booking and/or issuing payments;
- Ensure all financial documentation is filed securely in both hard copy and scanned and saved in project digital files;
- Supervise the Administrative Assistants;
- Perform other tasks as directed by the Finance and Operations Director.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
- Academic degree in accounting, banking and finance, financial management, or related field;
- At least three years of experience in accounting or financial management performing in a similar position, preferably for donor-funded projects;
- Previous USAID experience and strong knowledge of USAID rules and regulations preferred;
- Proficiency using Microsoft Word, Excel, PowerPoint, Outlook, and accounting software systems;
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively;
- Experience managing and supervising and individuals preferred;
- Proficiency in English, with strong written and oral communication skills.
