ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ

Dexis is seeking an Operations Director for the anticipated USAID Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia to strengthen its internal and external communications in order to improve public trust domestically and strengthen diverse relationships globally by adopting institutional structure and human capacity for strategic communication, employing systems and capacity for data-driven information management, and engaging in citizen-centered communications.
The Operations Director plays a key role in supporting the Deputy Chief of Party (DCOP) and Chief of Party (COP) to effectively manage and implement the program and is responsible for operational success from start-up through closeout. The Operations Director’s responsibilities include operational oversight of security, finance, procurement, logistic, and human resources; personnel recruitment and management; subcontractor contractual management; and start-up and close-out. The Operations Director is responsible for ensuring compliance with USAID rules and regulations and for coordinating with the Home Office Point of Contact (HOPOC) on all compliance issues, including seeking legal and policy guidance on any applicable restrictions. The Operations Director will be based in Yerevan, Armenia.
The availability of the position is contingent upon award to Dexis Consulting Group. Selection of final applicant is subject to USAID approval.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
- Lead, maintain oversight of, and ensure operational success of the program’s registration and in-country operability, contracting, administration, logistics, security, procurement, finance, and program property;
- Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW. This will include ensuring that all procurement, HR, and financial management processes are fair and transparent;
- Supervise day-to-day field presence in the areas of operation and the daily financial operations of the contract, which include cash flow management, time sheet recording, financial reporting, and daily monitoring of obligations, budgets, and expenditures;
- Troubleshoot any operational issues, including liquidity and human resources and investigate and identify new ways of achieving operational efficiencies;
-Coordinate with the HOPOC on all compliance issues, seeking legal and policy guidance and best practices, as needed;
- While not directly responsible for overseeing grant programming, the Operations Director will be expected to have a high level of familiarity of the programmatic aspects of the program and be prepared to step in, as needed, to support the COP, DCOP, and program team by staying informed of the local political, social, and economic landscape and developments;
- Maintain in-depth awareness and knowledge of the country and region’s security situation to advise the COP, DCOP, and program team;
- In coordination with the DCOP and COP, recruit, train, onboard, and mentor field staff;
- Operationalize internal management systems for the program’s financial, procurement, HR, and security systems in accordance with USG rules and regulations and Dexis’ policies and procedures.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
- A minimum of ten (10) years of relevant work experience and an advanced degree in a relevant subject;
- Demonstrated experience and strong understanding of USAID regulations and USG policies and procedures on human resources, security, financial management, financial reporting, and procurement processes and systems;
- Experience operationalizing grants programming, preferably USAID grants, and a strong understanding of overseeing cash and in-kind grants to local organizations;
- Experience with USAID, Contractor, or international NGO managing an office or program;
- Minimum of three (3) years supervisory experience;
- Experience working in a complex, fast-paced and challenging field operations environments;
- Demonstrated experience and knowledge in overseeing program start-up and/or close-out;
- Regional or country experience required;
- Supervisory experience working with culturally and geographically diverse staff;
- Professional proficiency in English and Armenian.
