JOB DESCRIPTION
: 
Dexis seeks a Finance and HR Manager (FHRM) to support the USAID Office of Transition Initiatives (OTI) Armenia Engagement under the SWIFT 5-Programs IDIQ "Exploratory Pilot and Learning Options for Regional Efficiency" (EXPLORE) Task Order for the Europe region. The FHRM will ensure that all program financial transactions are properly supported and recorded, following Dexis, U.S. Government, and the Government of Armenia’s regulations.
This position will be based in Yerevan, Armenia with a period of performance of o/a February 1, 2024 – January 31, 2025.
RESPONSIBILITIES
: 
- Conduct financial management for program activities and contractor operations;
- Upload weekly disbursements in the OTI Web-Based Database to track and report on spending for all activity and non-activity expenditures;
- Review, complete as needed, and coordinate supporting documentation for each transaction;
- Enter payments into QuickBooks Online on a daily basis, assuring that the correct account and description are entered;
- Prepare in QuickBooks monthly bank reconciliations for each bank account in a timely manner;
- Review and oversee bank transactions and Petty Cash fund;
- Maintain liquidity of funds in the field and regular financial reporting;
- Ensure VAT exemption for program costs;
- Coordinate closely with the Grants Manager (GM) to support financial reconciliation for all activity close-outs;
- Coordinate regularly with other Dexis programs operating under Dexis’ branch registration to ensure accurate tax and accounting reporting under Dexis’ tax ID;
- Control entry of consultants’ tax ID by overseeing entry by the program’s tax and accounting services;
- Provide oversight and direction for the program’s tax and accounting services;
- Provide pipelines to Chief of Party (COP) and adjust for exchange rate fluctuations (if needed) and availability of funds;
- Assure that all relevant government regulations and processes are followed and document any deviation to the established procedures with approval of the COP or their designee(s);
- Coordinate with the Dexis HO Finance team on financial matters;
- Adjust for exchange rate fluctuations and availability of funds;
- Ensure that all financial transactions and reporting are conducting in accordance with Dexis and USAID policies and regulations and Armenian legislation;
- In coordination with other team members, execute local Consultant Agreements, including review and payment of consultant invoices;
- Ensure all staff benefits are properly tracked and issued in accordance with the program’s policies;
- Conduct all HR functions in accordance with Dexis and USAID policies and regulations and Armenian legislation;
- Perform other job-related duties as assigned.
REQUIRED QUALIFICATIONS
: 
Minimum Requirements:
- Bachelor's degree or equivalent university degree in finance, accounting, or a relevant field;
- At least 7 years of relevant experience managing finance and accounting for a USAID or other donor-funded program;
- Experience with accounting systems;
- Demonstrated expertise in finance and accounting, specifically Armenian accounting;
- Ability to prioritize and manage a high-volume workload in a fast-paced work environment;
- Strong written and oral communication skills;
- Proficiency in MS Word, Excel, and other basic computer applications;
- Fluency in written and spoken English and Armenian.
Preferred Requirements:
- Experience with USAID programs, especially USAID/OTI, preferred;
- Advanced degree in a relevant field preferred;
- Experience living and working in Armenia.

Salary determinations are according to Dexis and USAID regulations and the established Local Compensation Plan (LCP) for Armenia.
