The Human Resources (HR) Expert will support JSSP’s national legal consultant on court administration to draft position passports for all Constitutional Court (CC) staff, expecting these to be replicable in other courts. The HR Expert will ensure that the position passports accurately reflect the roles, responsibilities, and competencies required to effectively support the CC's mandate. The expert will ensure that comprehensive and functional position passports foster a clear understanding of role expectations and collectively support the CC's operational needs.
This position reports to the Deputy Chief of Party. The designated Activity Lead will serve as primary point of contact.
The proposed level of effort for this assignment is up to 40 days. The authorized work week is five days per week and eight hours per day. The estimated period of assignment is from May 1, 2024, to September 15, 2024. The place of performance is Yerevan, Armenia (at the JSSP Office and/or at the Constitutional Court) and the remainder of the time will be spent remotely.
RESPONSIBILITIES
: 
In furtherance of this assignment, the Consultant will:
- Conduct comprehensive job analyses/ mapping for each group of positions within the CC staff to accurately capture the roles, responsibilities, and requirements associated with each role, distinguishing between legal, administrative, and support roles;
- Participate (through oral interviews and written communication) in meetings with CC’s Chief of Staff, legal advisors, and administrative staff to gather insights and validate the accuracy and relevance of the position passports to be developed;
- Document feedback received from CC officials, HR officer, and CC staff during the development process, along with any revisions made based on this feedback;
- Support the JSSP National Legal Expert on Court Administration in drafting Position Passports and creating comprehensive descriptions for each role, including job title, purpose, main duties, and responsibilities, reporting lines, and decision-making authority, and qualifications;
- Ensure alignment of draft position passports with international benchmarks and best practices regarding the structuring and staffing of courts and compliance with the Civil Service Law of the Republic of Armenia;
- Advise the CC HR officer on potential mechanisms for monitoring the effectiveness of position passports in improving recruitment, performance management, and professional development processes within the CC; and
- Develop presentation and other event/conference materials.
DELIVERABLES
Specific deliverables are outlined below. These are subjects to be amended by USAID and/or the JSSP team during the assignment.
- Comprehensive job analyses/ mapping for each group of positions within the CC staff;
- Summary report of international best practices in HR structuring and staffing of courts;
- Recommendations for monitoring effectiveness of position passports in improving recruitment, performance management, and professional development for court staff;
- Presentation and other materials developed for the showcase event/conference where the results of the fielding will be presented to other national stakeholders (jointly with National Consultant on Court Administration).
REQUIRED QUALIFICATIONS
: 
- Level 3 English (good working knowledge) and native fluency in Armenian;
- Bachelor’s degree in human resources management, law, public administration, business administration, or any other related field;
- Minimum 5 years' experience working in human resources, including at least 3 years of relevant working experience in human resources roles at the strategic level, with a focus on HR strategy, staff management, and organizational development (previous work experience with the Armenian Governmental agencies will be preferred);
- Previous experience developing job descriptions for governmental agencies (preferred); previous experience developing competency frameworks and HR policies and procedures for governmental agencies or companies (preferred);
- Working knowledge of Armenian employment laws, regulations, and compliance requirements relevant to civil service positions, including labor laws and regulations governing employment within the public sector;
- Expert level knowledge of international best practices in HR principles, practices, and methodologies, including job analysis, competency modeling, performance management, and career development;
- Strong analytical skills for conducting job analyses/ mapping, identifying competencies, and evaluating staffing needs;
- Commitment to upholding ethical standards and confidentiality, particularly when dealing with sensitive personnel information and legal matters within the CC;
- Previous track of successful cooperation with international development agencies (preferred).

ABOUT
: 
The USAID Project on Justice Sector Support in Armenia (JSSP) supports the Government of Armenia to establish a fair and equitable justice system and increase public confidence in the rule of law. JSSP works with multiple justice sector institutions to: (1) establish effective and efficient court administration and case management systems; (2) support self-regulatory institutional capacity development for judicial institutions; (3) improve legal and professional education; and (4) facilitate implementation of justice sector reform through collaborative action.
Project activities advance the functional independence and effectiveness of the judicial branch by strengthening the efficiency and capacity of courts, relevant self-regulatory agencies, and educational institutions, as well as by facilitating multi-stakeholder oversight of the implementation of justice sector reforms. Under Objective 1, JSSP aims to increase the efficiency and effectiveness of the judicial system by streamlining court and case management procedures at the Armenian and introducing digitalization solutions. To this end, the Project is working to improve the professional skills and capacities of court personnel. Considering the CC as a model court, JSSP is particularly focused on interventions that will result in replicable solutions.
JSSP’s Assessment Report on Court Administration and Enhancing Business Processes in the Constitutional Court in Armenia revealed that the CC, like all courts in Armenia, lacked standardized job descriptions for its staff. Standardizing job descriptions will: more clearly define staff roles and responsibilities; promote a clear working structure; improve internal communications; enhance objectivity in hiring, promotion, and termination decisions; and improve management’s ability to monitor/balance workloads and improve decisions/work quality. The absence of position passports /job descriptions not only creates challenges for a uniform selection and appointment process, but it also hinders the development of a proper performance evaluation mechanism for CC staff. Accordingly, and in close coordination with CC leadership, JSSP will engage national and international experts to develop draft job descriptions for CC staff. The USAID-project will also sponsor one or more moderated workshops with designated CC members and staff to apprise them of drafting efforts and solicit their input and feedback.
