: 
Counterpart International, acting on behalf of the Civil Society in Action (CSA) Activity, is soliciting bids for the supply of comprehensive Gender Equality and Social Inclusion (GESI) Analysis as described in the RFP document attached.
The objective of the CSA Gender Equality and Social Inclusion (GESI) Analysis is to understand the GESI dynamics of Armenia that are relevant to the improvement of CSOs' financial viability, enhancement of organizational capacity of CSOs, and the improvement of CSO and government dialogue on public policy. The GESI assessment, which covers marginalized and underrepresented groups , aims to inform Counterpart's approach and incorporate inclusivity into capacity-building support, advocacy, dialogue, and various other activities.
Incorporating GESI considerations into the project's design and implementation ensures that marginalized and underrepresented groups are included and have equal opportunities to benefit from project activities. This aligns with principles of inclusivity, equity, representation, and social justice. Many international development agencies, including USAID, emphasize the importance of integrating GESI considerations into project planning and implementation. Conducting a GESI analysis demonstrates Counterpart's commitment to meeting these standards and ensures accountability in addressing gender and social inclusion issues within the project framework.
The assessment will be based on the five standard evaluation criteria: relevance, effectiveness, efficiency, impact and sustainability. It will be carried out in a participatory manner, ensuring the meaningful engagement of marginalized and underrepresented groups throughout the process to ensure that all voices are heard and considered.

In October 2022, The United States Agency for International Development (USAID) awarded Counterpart International (CI) a Cooperative Agreement (CA) to implement the Civil Society in Action (CSA) Program. The goal of this activity is to enhance civil society sustainability through improved financial viability, organizational capacity, and policy engagement.
The objective of the program is to equip civil society organizations pursuing democratic consolidation with institutionalized mechanisms and strengthened skills to become more sustainable and to engage in a more effective public policy dialogue with the Government of Armenia. The goal of this activity will be achieved through the following four objectives:
Objective 1: CSO financial viability improved,
Objective 2: Organizational capacity of CBOs enhanced,
Objective 3: CSO and government dialogue on public policy enhanced,
Objective 4: Locally-led development promoted.
