JOB DESCRIPTION
: 
Dexis Interactive Incorporated, an international development firm based in the United States, is implementing the USAID-funded Armenia Integrity Project (AIP). The purpose of the Integrity Project is to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia by strengthening corruption prevention institutions and integrity systems, supporting the implementation of specific legal-regulatory measures for corruption prevention, and facilitating a collective action approach to hold local entities engaged in corruption prevention mutually accountable. AIP is working in Armenia with local and government counterparts including the State Revenue Committee.
The State Revenue Committee (SRC) of Armenia initiated key reforms in the tax service in 2022 with Code of Conduct for Customs officers and Code of Conduct for Tax officers approved on January 31, 2022, and on January 16, 2023, respectively. Integrity issues are highly prioritized and at the heart of the SRC’s reform initiatives. First, the integrity of the candidate applying for the training is checked. Secondly, an educational component on integrity and ethics has been added to the training curriculum for prospective tax and custom officers.
With the support of the AIP, an explanatory Guidebook was developed in 2023 based on the Code of Conduct for customs officers to enforce the implementation of the Code of Conduct within Customs Service.
According to the AIP workplan activity 1.4 (Pilot Support to Selected Municipalities, Line Ministries and National Level Institutions), AIP is looking for a qualified professional to develop a Guidebook on Integrity for the Tax officers which will include conceptual clarifications on integrity, real life examples, practical cases relevant to the tax service and guidance based on international best practices, relevant Armenian legislation and Armenian reality. The short-term expert will work closely with the SRC representatives and AIP experts, to have discussions with relevant stakeholders if needed, to understand the needs of SRC and existing problems in terms of integrity of Tax officers.
RESPONSIBILITIES
: 
The short-term expert will work closely with the State Revenue Committee (SRC) and Armenia Integrity Project (AIP) staff to develop an explanatory Guidebook on Integrity for the Tax officers in accordance with the decision N 23-L issued by the Head of SRC on 16 January 2023, establishing the "Code of Conduct for Tax officers".
The STTA will conduct the following activities:
- Review existing Armenian laws and regulations related to integrity in tax service, as well as international best practices;
- Develop an explanatory Guidebook based on the “Code of Conduct for Tax Officers” and relevant Armenian legislation by including real life examples, practical cases relevant to the tax service and guidance, based on international best practices, the relevant Armenian legislation, Armenian reality, and stakeholder discussions;
- Work closely with the relevant representatives of the SRC to understand their needs, perspectives related to integrity in tax service and existing challenges in terms of Integrity;
- Participate in technical discussions with the relevant representatives of the SRC and AIP team on the subject matter.
Deliverables:
- The detailed work plan with description of activities and specific deliverables for each activity and the timeline;
- An explanatory Guidebook based on the “Code of Conduct for Tax Officers” ․
REQUIRED QUALIFICATIONS
: 
- Graduate degree in law, public administration, or related fields;
- At least ten years of experience in legal research and/or public administration;
- Extensive experience of working with public servants on integrity topics;
- Analytical, drafting and research skills;
- Experience and good skills in developing explanatory guidebooks and/or similar papers;
- Good interpersonal, communication and discussion skills;
- Strong organizational skills and ability to meet deadlines;
- Fluency in Armenian, knowledge of English is preferable.
