Tetra Tech ES, Inc. Branch in Armenia is seeking an Emergency Planning Objective Lead to lead a new component that will support the Government of Armenia (GOAM) and other partners plan for and respond to energy supply and electricity generation disruptions, through measures including a new emergency planning group, contingency planning, simulations, strategic communications, and legal-regulatory revisions.
The purpose of USAID’s Energy Secure Armenia Activity (“the Activity) is to bolster Armenia’s energy security by promoting a shift to renewable energy sources (RES), further power market liberalization and trade, and promote greater energy efficiency (EE). This is done by assisting the GOAM, the Public Services Regulatory Commission (PSRC), the private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, and lessen greenhouse gas emissions, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth.
This position involves full-time employment with Tetra Tech ES, Inc. Branch in Armenia, but is subject to discussion with candidates. Hiring may be contingent upon USAID approval. RESPONSIBILITIES
: 
- Lead and manage all Objective activities, including convening public, private and other stakeholders to form emergency planning group tasked with identifying and designing interventions to address critical threats to energy supply security, and considering intersections with adjacent sectors (e.g. water, telecommunications, and transportation);
- Serve as focal point for emergency planning group, design and facilitate meetings, and ensure that planning group meets identified goals;
- Oversee design and delivery of risk preparedness plans, contingency planning, tabletop exercises, simulations, legal and technical assistance for emergency preparedness;
- Contribute to design of energy supply security incentive programs, including but not limited to standby generation and interruptible tariffs;
- Lead design and delivery of strategic communications activities on emergency preparedness topics for identified audiences;
- Oversee trainings and capacity-building activities for public, private and other stakeholders on emergency preparedness topics, including life-like emergency simulations;
- Lead and participate in various meetings, seminars, and workshops with the GOAM, energy institutions and companies as needed;
- Contribute to data collection and verification for the Activity’s monitoring, evaluation and learning efforts;
- Contribute to Activity communications products and success stories;
- Contribute to annual Activity work planning;
- Provide relevant inputs on all monthly, quarterly, annual USAID reports, ad-hoc communications or client requests;
- Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
: 
- Masters’s degree in public administration or policy, business administration, disaster/emergency management, engineering, energy, finance, economics or related field;
- At least 10 years of professional experience in public administration or policy, disaster/emergency management, energy or one of the fields mentioned above in Armenia;
- Proven track record of successfully working with and facilitating engagement between GOAM, public and private entities;
- Strong quantitative and analytical skills and ability to work independently are expected as well as an ability to present, summarize, and communicate complex content;
- Excellent written and oral communication skills in Armenian and English, including an ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with different stakeholders;
- Effective communication and interpersonal skills and ability to build strong partnerships with different stakeholders and colleagues;
- Computer proficiency, including Microsoft Office programs;
- Demonstrate flexibility and dedication to assigned duties; and
- Excellent time management and organizational skills.
Preferred qualifications:
- Experience in working on USAID- or other donor-funded projects and government agencies; and
- Experience in working in Armenia’s energy sector and the GOAM.
