ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ

Chemonics International seeks a Strategic Communications Talent Management and Development Specialist for the five-year U.S. Agency for International Development (USAID)-funded Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and 3) foster citizen-centered strategic communications and public outreach.
The Strategic Communications Talent Management and Development Specialist will work as a part of the Component 1 team to develop and implement specialized trainings on strategic communications for Armenian government staff. The Strategic Communications Talent Management and Development Specialist will work with program leadership to assess the Armenian government’s current strategic communications human capacity gaps and needs and design and lead capacity building interventions to address these. Additionally, the Strategic Communications Talent Management and Development Specialist will supervise the Training Coordinator.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
- Work with Activity leadership and local partners to conduct iterative communications audits to assess government human capacity needs and gaps in terms of strategic communications and co-design interventions to address identified gaps;
- Design and lead the overarching strategic communications capacity-building scheme composed of a capacity-building strategy and action plan;
- Design and lead sustainable specialized strategic communications trainings and other capacity-building interventions for government staff;
- Develop trainings for end-users and support the design of documentation such as user guides and/or training manuals related to digital interventions and new technologies introduced;
- Work with government counterparts to design/update human resources plans, job descriptions, develop onboarding training programs, introduce professional development and staff retention tools, and institutionalize talent management and capacity building practices;
- Build government counterparts’ organizational management skills to improve employee attraction and retention and gender mainstreaming;
- Closely and consistently collaborate and coordinate with Components 2, 3, and CLA teams;
- Supervise the Training Coordinator;
- Perform other duties as required or assigned.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
- Bachelor’s degree in a relevant field such as communications, organizational development, human resource management, marketing, business, or other related field required; master’s degree preferred;
- At least six (6) years of experience in strategic communications, organizational development, and/or capacity building, including designing and implementing capacity-building interventions for government or other relevant organizations;
- Demonstrated experience designing and leading strategic communications trainings and other types of capacity-building interventions, preferably for government staff;
- Experience working with government counterparts in communications at the national and local level or related areas and navigating complex economic and political topics;
- Previous USAID or other related donor experience required; knowledge of USAID rules and regulations preferred;
- Demonstrated professional excellence and strong capabilities in designing training curricula and other related materials;
- Demonstrated ability to fully and effectively communicate in English, both oral and written, is required.
