ОПИСАНИЕ ДОЛЖНОСТИ
: 
Democracy International (DI) is implementing the USAID-funded Protection, Inclusion and Empowerment (PIE) activity, which aims to support disadvantaged and marginalized populations in Armenia through needed legal-regulatory framework changes, improved services, and intensified cooperation between the government and non-governmental actors to address the needs of vulnerable populations. It will do so through five interrelated components: 1.) Inclusion, protection and empowerment policy and legislative reform, 2.) Improved inclusion, protection, empowerment services for vulnerable and marginalized groups, 3.) Enhanced protection and inclusion of those affected by instability and violent hostilities/conflict, 4.) Outreach, communications, research regarding social sector policy and services, and 5.) Adaptive social protection to address the impacts of global or domestic crises. As part of this Activity, DI is supporting the Government of Armenia in strengthening its capacity to effectively conduct public outreach and communication regarding policy and legislative reforms; address research gaps on women, security, and gender; and access social protection services including strategic communication and outreach to vulnerable groups.
The Government of Armenia's 2023-2027 Comprehensive Program for the Social Inclusion of People with Disabilities envisages activities aimed at combating stereotypes and discriminatory attitudes towards persons with disabilities, as well as raising awareness of their rights. From June to September 2024, DI will support the Government of Armenia's implementation of an awareness-raising campaign on the rights of persons with disabilities. The campaign will highlight recent reforms affecting persons with disabilities, the work of the Unified Social Service, available services, and access to them. The campaign's messaging will be directed at persons with disabilities, service providers, as well as the broader society.
To perform this activity, DI is seeking to engage a local consultant to fulfill the role of an Expert on the rights of persons with disabilities (the “Expert”), tasked with delivering expertise in the respective area and developing materials for a thematic outreach campaign. The Expert will work closely with the communications firm DI selects to provide the subject matter expertise and content needed to develop the communication campaign materials. In coordination with DI and the Ministry of Labor and Social Affairs (MLSA), the Expert will:
- propose the topics of the materials to be prepared and distributed as part of the campaign;
- ensure the professional accuracy of the campaign’s public service announcement (PSA) scripts;
- provide information for thematic social media posts;
- prepare and conduct capacity building trainings for service providers to persons with disabilities on the latest reforms.
ОБЯЗАННОСТИ
: 
- Propose the topics for the eight (8) PSA and 15 text/image posts to be circulated on social media as part of the campaign;
- Provide technical background information for eight (8) PSAs to be produced as part of the campaign;
- Review the final PSA scripts for professional accuracy;
- Provide consultations to social media influencers producing reels as part of the campaign;
- Provide technical information/content for 15 thematic social media posts;
- Prepare and conduct four (4) capacity building trainings for service providers to persons with disabilities on the latest reforms;
- Provide technical information/content for three (3) types of information leaflets, three (3) types of information posters, and three types of (3) guides (5 pages each, A5 format) to be developed as part of the campaign.
Deliverables
- One (1) proposal on topics to be prepared and distributed within the campaign;
- A list of a minimum of 16 topics for PSAs (DI will select eight). A list of a minimum of 25 topics for image/text posts on the MLSA social media pages (DI will select 15). These can be in a format of FAQ or any other suggested format;
- Technical content for eight (8) PSAs to be produced as part of the campaign;
- Eight (8) reviewed PSA scripts for professional accuracy;
- Technical background information on 15 themes to be used to develop 15 social media posts;
- One (1) detailed plan (supplemented with materials) for a capacity building training for service providers to persons with disabilities on the latest reforms;
- Four (4) capacity building trainings for service providers to persons with disabilities on the latest reforms conducted;
- Five (5) reels produced by social media influencers in consultation with the Expert;
- Technical content provided to be used to develop three (3) types of information leaflets, three (3) types of information posters, and three (3) types of guides (5 pages each, A5 format).
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ

Required:
- Minimum of four years of professional experience and subject matter expertise in the field of protection and promotion of the rights of persons with disabilities;
- Knowledge of international best practices of activities aimed at advocating for the rights of persons with disabilities;
- Knowledge of the current context and legal-regulatory framework on the rights of persons with disabilities in Armenia as well as the social services available for them.
Preferred:
- Experience conducting awareness raising and advocacy activities on the rights of persons with disabilities;
- Experience preparing and conducting trainings;
- Experience conducting social media-related advocacy.
Reporting
This position reports to DI’s Communication and Outreach Specialist based in Yerevan.
Level of Effort and Compensation
It is expected that the Expert will work an anticipated 25 days on this assignment for a period until September 19, 2024. The Expert will only be compensated for days agreed in writing by DI and when all the deliverables are submitted on-time and of an acceptable quality. If travel is required, DI will bear the travel expenses in accordance with its travel policy.
