JOB DESCRIPTION :

The Armenian Branch of the Association "Medecins Sans Frontieres" (Switzerland) is addressing a mental health project and launching a project to support the Republic of Armenia Ministry of Health (MoH) with the Hepatitis C elimination.

The Communications and Humanitarian Affairs Manager defines, implements, coordinates, and supervises all operational communication activities according to MSF standards in the mission. He/she aims at building MSF visibility, acceptance, and leverage inside the mission country. Responsible for managing all humanitarian affairs advocacy activities in the country per MSF policies and values. He/she acts as a sparring partner for all operational and medical teams.

RESPONSIBILITIES : 

Communications:
- Under the supervision of the Head of Mission and in cooperation with the Communications Advisor in HQ, define the communications strategy for the mission, advise on public positioning;
- Promote the organization's visibility, improve awareness of its principles and work and reinforce information on MSF activities among communities;
- Develop guidelines for dealing with crisis communications through local media;
- Maintain close contact with critical local media and foreign correspondents;
- Liaise with communications staff from other organizations and institutions, monitor and analyse the communication lines developed by actors of importance for MSF;
- Produce strategic reports on the local media landscape and regularly report on new developments. Guide how to deal with local media at times of crisis and will develop guidelines for dealing with such situations through in-country media;
- Direct support for the implementation of the social media platform for the MSF Mental Health program will be required.

Advocacy:
- Define, implement, and identify the humanitarian issues of concern to MSF, draft advocacy strategies addressing the medical and humanitarian priorities, and ensure advocacy components are included in project and country operational strategies;
- Analyse and report on critical humanitarian issues and trends; provide regular updates on a system of humanitarian assistance dynamics to increase the leverage and impact of MSF advocacy in line with operational plans, regular activities, and medical-humanitarian advocacy objectives;
- Advise to management on perception related to positioning and operational strategy and, support insurance of good acceptance for MSF projects/ presence;
- Provide data and discourse analysis, particularly regarding the political/ operational environment;
- Support networking needs by participating in representation duties in non-project locations, including with domestic civil society, professional groups, and local academics/ universities;
- Develop all the initial strategies and standard procedures for communications and advocacy;
- In collaboration with the advocacy advisor from HQ, and the mission management, design the advocacy strategy with a focus on the Hepatitis C project.

REQUIRED QUALIFICATIONS : 

Education:
- Degree in Journalism, Communications, Humanitarian Affairs, Political Sciences (anthropology, law, gender studies, protection) or a related university degree is desirable;

Experience:
- Previous working experience of at least three years in communications and advocacy, journalism, or public relations, and communication content production is essential;
- Experience with MSF or other international NGOs. Experience working in an international environment is desirable;

Languages:
- Armenian (mother tongue);
- Excellent command of English;
- Knowledge of Russian and/ or French is an asset.

Knowledge:
- Essential computer literacy (MS Office package).

Competencies:
- Excellent writing, editing, and proofreading skills in Armenian and English;
- Outstanding proven time management, planning and organization, skills, including the ability to prioritize ongoing vs. immediate needs appropriately;
- Willingness to travel within and outside of Armenia;
- Able to integrate into a multicultural team;
- Adhere to MSF principles and to our managerial values: respect, transparency, integrity, accountability, trust and empowerment;

- Excellent Analytical thinking ability, strategic Vision, Leadership, Networking and Relationship building skills.
