JOB DESCRIPTION : 

Chemonics is seeking applications to fill the vacancy for the position of Finance and Operations Director. The Finance and Operations Director will lead the Operations and Finance team to ensure efficient operations, financial management, human resources administration, procurement, and compliance with USAID regulations, Chemonics policies, and local law. The team will also manage the Activity Strategic Implementation Fund, including grants and subcontracts, to ensure interventions are impactful, cost-efficient, and in line with all applicable regulations.

RESPONSIBILITIES : 

- Ensure efficient operations, financial management, human resources administration, procurement, compliance with USAID regulations, Chemonics policies, and local law;
- Manage the contract budget and prepare financial reports for submission to USAID; 
- Liaise with local entities such as project bank, tax registration and local business authorities, and ensure registrations and certifications are up to date and compliant;
- Support and oversee recruitment processes in compliance with Chemonic-established procedures; 
- Manage all onboarding processes to ensure new hires are provided with adequate training and orientation regarding the project and relevant Chemonics policies;
- Ensure that all finance and administrative staff have access to and a working knowledge of USAID rules and regulations policies;
- Enact fraud mitigation practices and ensure that the systems and processes are in place to effectively support award implementation;
- Identify gaps in operational procedures and bottlenecks that hinder program implementation in the field and outcome achievement, and recommend solutions;
- Ensure the completion of all technical and financial reporting for program donors in a timely and accurate manner;
- Supervises Strategic Implementation Fund (SIF) Manager and Finance Manager;
- Perform other tasks as directed by the Chief of Party (COP).

REQUIRED QUALIFICATIONS : 

- Academic degree in business administration, economics or other relevant field; masters preferred;
- At least five years of experience overseeing efficient operations, financial management, human resources administration, procurement, and compliance for projects of similar size and complexity;
- Knowledge of the operating environment, financial, and employment regulations in Armenia; 
- Demonstrated ability to work productively within a team, including experience managing and supervising teams and individuals;
- Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities;
- Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively;  
- Previous USAID experience and knowledge of USAID rules and regulations strongly preferred;
- Proficiency in English, with excellent written and oral communication skills.

Specifically, the activity will support GOAM in the following three main focus areas: enable the institutional set-up and talent management of the public sector’s streamlined strategic communication; ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and foster citizen centered strategic communications and public outreach.
