JOB DESCRIPTION : 

Specialist on Social Vulnerability and Gender issues will work under the direct supervision of the UNDP Climate Change Programme Coordinator and in close cooperation with respective Projects and will be responsible for the tasks mentioned below.

RESPONSIBILITIES : 

.
- Guide and support the projects’ teams in the implementation and application of gender and social-related requirements (GRRs) by using the UNDP support documents/ guidance/ toolkits related to gender-responsive Climate Change planning. Study the statistical data from the gender-disaggregated viewpoint, compile and analyze both official (national) statistics and administrative data for conducting gender analysis in accordance with the projects’ GRRs;
- Support the projects in the development of legal, institutional and methodological frameworks for collecting CC-related gender-related data/ information on a regular basis and mainstreaming gender issues into transparency activities;
- Substantive support to projects’ teams in the organization of training, seminars, workshops, focus-group discussions, etc. by providing methodological and analytical background papers on gender and social vulnerability issues, statistical output tables and training tools;
- Contribute to the projects’ management and teams in presenting the gender and social vulnerability issues in projects’ progress reports, recommendation notes, and policy papers to the Projects’ Boards;
- Provide gender expertise in reports, policy recommendations, ToRs, etc. prepared by projects’ experts and contracted companies;
- Develop ToRs for conducting surveys, studies, and public opinion polls as well as capacity-building activities necessary for implementing the projects’ GRRs;
- Conduct pilot surveys for identification of specific gender and social vulnerability issues, for collection grassroot gender disaggregated information needed for gender analysis under GRRs of projects;
- Develop respective reports on gender and social vulnerability aspects, including projects’ case studies, analytical and concept papers, advisory notes, etc.;
- Provide advice to the projects’ teams in conducting the feasibility studies of the projects in selected sectors, communities, and multi-apartment buildings (MABs) with the objective of evaluating gender and social impacts;
- Assess institutional gender equality frameworks and coordination mechanisms for integrating gender equality into sectoral climate change policy and planning instruments and processes at local, subnational and national levels;
- Collaborate and consult with the women and women’s organisations, including women-lead NGOs, and community-based organizations (CBOs) to discuss financial incentives and specific support tools needed for ensuring inclusiveness of women and socially vulnerable groups in the projects’ activities, particularly related to the EE retrofitting of MABs, creating MABs maintenance funds, identifying communities’ CC adaptation needs, formulating gender-responsive measures, etc.;
- Develop a Programme of Measures addressing gender and social vulnerability issues of Climate Change as a part of the RA National Gender Strategy;
- Communicate with the Government Commission on Women Issues, Intergovernmental Gender Working Group, as well as with the Ministry of Labour and Social Affairs (MLSA) responsible for the implementation of the National Gender Strategy for 2019-2023 to discuss and include the developed measures in the National Gender Strategy;
- Advocate and provide methodological support to the Ministry of Labor and Social Affairs and the Ministry of Environment on the implementation of joint measures to mitigate the gender and social impacts of climate change;
- Support the Climate Change Programme Coordinator in implementing gender-related actions requested by the UNFCCC National Focal Point on Gender Issues;
- Provide consultancy services to the projects’ beneficiaries as might be required;
- Perform other duties as might be required.

REQUIRED QUALIFICATIONS : 

.
Education:
- Master’s degree in the field of Economics, Statistics or Social Sciences;
- Bachelor’s degree with additional 2 years of qualifying experience can be taken into consideration in lieu of master’s degree.

Experience:
- At least 5 years (with master’s degree) or 7 years (with bachelor’s degree) of extensive experience in multi-donor funded poverty and social monitoring projects, with proven specific experience in statistics, sociological surveys, gender studies and social vulnerability assessment;
- Proven experience in statistics and climate change related gender issues is an asset;
- Experience in working and collaborating with government counterparts is an asset;
- Working experience with international donor organizations is an asset.

Languages:
- Excellent knowledge of Armenian and English languages, with good writing and communicational skills.

Required Skills:
- Solid understanding of gender and social vulnerability related issues, including design and implementation of surveys and studies;
- Ability to systemize, analyze and present the statistical data;
- Result orientation.

ABOUT : 

The Climate, Environment and Resilience Portfolio projects have a common overarching goal to support greenhouse gas emissions mitigation. Using an integrated suite of de-risking interventions, the Project seeks to systematically de-carbonize the existing building stock in Armenia to reduce greenhouse gas (GHG) emissions while achieving sustainable development benefits.

The “Building Armenia’s national transparency framework under Paris Agreement” UNDP-GEF (CBIT) is in line with GEF-7 Program Objective CCM-3-8, “Foster enabling conditions for mainstreaming mitigation concerns into sustainable development strategies through capacity building initiative for transparency.” It follows from the commitments of the Government of Armenia under Paragraphs 7 to 10 of the Paris Agreement, which requires each Party to regularly provide a national inventory report, information necessary to track progress made in implementing and achieving its nationally determined contribution (NDC), information related to climate change impacts and adaptation, and information on support received. The project will provide support for building institutional and technical capacities to meet these enhanced transparency requirements as defined in Article 13 of the Paris Agreement. It will use a capacity-strengthening approach to shift from ad hoc reporting to a continuous process of Measurement, Reporting and Verification (MRV) that will capture transparency activities and allow the country to track its progress against its commitments under its NDC. The first project component will establish national institutional arrangements for an enhanced transparency framework, the second project component will introduce MRV systems that will support the enhanced transparency framework, and the third project component will provide capacity building for stakeholders that will be necessary to support transparency-related activities over time, the fourth component includes both M&E activities and the capture and sharing of project knowledge for use at the national, regional, and global level.

The “De-risking and Scaling-up Investment in Energy Efficient Building Retrofits” UNDP-GCF Project seeks to systematically de-carbonize the existing building stock in Armenia to reduce greenhouse gas (GHG) emissions while achieving sustainable development benefits. The Project, addressing both public and residential buildings, focuses on creating a favorable market environment and a scalable business model for investment in energy efficiency retrofits by addressing market barriers. These barriers to energy-efficient building renovation are addressed through a combination of policy and financial de-risking instruments and targeted financial incentives to key market players. To address each specific risk area, the Project is structured under four components: (i) building sector monitoring, reporting and verification (MRV) and knowledge management, (ii) policy de-risking, (iii) financial de-risking, and (iv) financial incentives. By systematically targeting barriers, the Project will significantly reduce the investment risk profile of energy efficiency building retrofits to encourage private sector investment and thereby scale-up investment in energy efficiency building retrofits in Armenia.

The ”EU4Climate” UNDP-EU Project helps governments in the six EU Eastern Partner countries to take action against climate change. It supports countries in implementing the Paris Climate Agreement and improving climate policies and legislation. Its ambition is to limit climate change impact on citizens’ lives and make them more resilient to it. EU4Climate is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP) from 2019-2022. The objective of the Project is to support the development and implementation of climate-related policies by the Eastern Partnership countries that contribute to their low emission and climate resilient development and their commitments to the Paris Agreement on Climate Change.
