: 
Chemonics International seeks a Strategic Communications Capacity Building Specialist for the five-year U.S. Agency for International Development (USAID)-funded Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and foster citizen-centered strategic communications and public outreach.
The Strategic Communications Capacity Building Specialist will work as a part of the Component 1 team to design and implement interventions to improve the GOAM’s strategic communications capacity, including developing standardized operating procedures, improving institutional processes, procedures, systems, and structures for communications, and creating an improved framework for monitoring and evaluation of communications efforts. Additionally, the Strategic Communications Capacity Building Specialist will support the design of tools, platforms, and approaches to improve interagency communications and coordination within the Armenian government.
RESPONSIBILITIES
: 
- Work with Activity leadership and local partners to conduct iterative communications audits to assess government institutions’ strategic communications practices, approaches, and capacity and co-design interventions to address identified gaps;
- Design and manage implementation of interventions to improve government strategic communications capacity, including improved institutional processes, procedures, systems, and structures for communications in line with the GOAM’s ongoing reform efforts in the area of strategic communications;
- Develop and support the institutionalization of a government framework for continuous monitoring and evaluation of communication campaigns and initiatives, including regular reporting, accountability, and feedback collection mechanisms;
- Identify standard operating procedures in need of development/updating and work with government counterparts, civil society, and the strategic communications expert community to develop and operationalize needed changes;
- Design interventions to improve interagency communications and coordination, including introducing tools, platforms, and approaches interoperable with existing structures and practices;
- Leverage principles of and incorporate tools for behavior change and change management to drive capacity-building efforts and sustain impact;
- Closely and consistently collaborate and coordinate with Components 2, 3, and CLA teams;
- Perform other duties as required or assigned.
REQUIRED QUALIFICATIONS
: 
- Bachelor’s degree in a relevant field such as communications, public administration, organizational development, human resource management, marketing, business, or other related field required; master’s degree preferred;
- At least six (6) years of experience in strategic communications and/or organizational development, including assessing institutional/ communications capacity needs and gaps and designing institutional processes, procedures, and structures for government or other relevant organizations;
- Demonstrated experience in institutional capacity building for government entities including monitoring, evaluation, reporting, and accountability frameworks related to strategic communications, preferably under donor-funded projects;
- Experience working with government counterparts at the national and local level in communications or related areas and navigating complex economic and political topics;
- Knowledge of and/or work experience in the Armenian public administration sector preferred;
- Previous USAID or other related donor experience required; knowledge of USAID rules and regulations preferred;
- Demonstrated professional excellence and strong capabilities in designing organizational structures, processes, and procedures;
- Demonstrated ability to fully and effectively communicate in English, both oral and written, is required.
