ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ

The reform of strategic communication of the Government will lead to necessary new policies, legislative changes, and costs that will contribute to increasing the efficiency of the activities of the communication subdivisions of state agencies, with in main focus on, the establishment of the central coordination through the development of the new public communication body. This mission will support the continuation of the work done so far through the CEPA facility project support and the finalisation and development of a legal package and financial calculations for the Communication reform and the new communication architecture.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
Developing a legal package and financial calculations for a governmental communication architecture involves several key steps and considerations inclusive of risk assessment, stakeholder engagement and development of a clear implementation plan. Experts will, in close cooperation with the GoA representative:
- Set up the legal framework - Identify the legal requirements and regulations governing governmental communication architecture- and draft legal documents such as terms of service, privacy policies, data processing agreements, and any other necessary contracts to ensure compliance with relevant laws and regulations;
- Develop amendment/s to the current legislation to be presented to the Parliament;
- Determine the budget available for developing and maintaining the communication architecture. This includes costs for software development, hardware infrastructure, personnel, legal fees, ongoing operational expenses, etc.;
- Conduct a cost-benefit analysis to evaluate the potential return on investment (ROI) of the communication architecture. Consider factors such as increased efficiency, improved transparency, and better service delivery to justify the expenditure;
- Estimate the long-term financial implications, including scalability and future upgrades or expansions of the architecture;
- If possible, develop a detailed implementation plan outlining the steps, timelines, and resources required to build and deploy the communication architecture;
- Finalised Comprehensive legal package and financial calculations for a new GoA communication architecture that is both compliant with relevant regulations and cost-effective in achieving its objectives and ready to be presented to the National Assembly.

SNKE Legal Expert 1
- Master’s degree in Law;
- Fluency in Armenian language, working knowledge of the English language;
- Minimum 8 years of general professional experience in practising law, preferably in legal roles in Government institutions;
- At least 4 years of specific experience in legislation analysis and development, including drafting legislation and/or bylaws in Armenia and/or in the Eastern Partnership region;
- General knowledge of the Armenian legislative and regulatory framework relevant to government communication and freedom of information.
SNKE Legal Expert 2
- Master’s degree in Law;
- Fluency in Armenian language, working knowledge of the English language;
- Minimum 8 years of general professional experience in practising law, preferably in legal roles in Government institutions;
- At least 4 years of specific experience in legislation analysis and development, including drafting legislation and/or bylaws in Armenia and/ or in the Eastern Partnership region;
- General knowledge of the Armenian legislative and regulatory framework relevant to government communication and freedom of information.
SNKE Financial Expert
- Master’s degree in Finance, Economics, or MBA;
- Fluency in Armenian language, working knowledge of English language;
- A minimum of 8 years of general professional experience in public finance management, preferably in government institutions at the central level.
- At least three years of experience in government PFM policies and processes, including budgetary processes and methodologies;
- General knowledge of the Armenian legislative and regulatory framework;
- Experience with institutional reforms in the area of public administration, public financial management (PFM) and strategy development.
