ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ : 

The Administration & Legal Director is a cross-cutting specialist who ensures the smooth operation of all administrative aspects of the project—including operations, human resources (HR), finance, procurement, and facilities management—and provides legal advice to project leadership to minimize risk to the Project. This is a full-time, on-site position based in Yerevan center. The Administration & Legal Director reports to the Project’s Chief of Party. Supervise administrative team (3 people including 2 direct reports).

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ : 

Specific tasks include:
Administration
- Maintain project-approved templates in compliance with Armenian legislation and donor regulations (employee contracts, grants, contracts, service agreements, and vendor contracts);
- Draft and negotiate all contract agreements with consultants, staff, vendors, grantees, and service providers;
- Administer compensation and benefits plans for DPI staff;
- Assist in talent acquisition and recruitment processes;
- Provide support to employees in various human resources-related topics such as compensation leave, benefits, and disciplinary matters, and resolve any issues that may arise;
- Undertake tasks around performance management, including organization of annual employee performance reviews;
- Review and revise existing HR policies and procedures to ensure compliance with Armenian labor law;
- Maintain confidential employee files and records;
- Ensure compliance with labor law and regulations.
Legal
- Advise project leadership on various legal issues by preparing research summaries, commentaries on primary and secondary legislation, legal memoranda, policy recommendations, and policy/ guidance documents as requested;
- Provide advisory opinions on legal and advisory issues;
- Assist in identifying and developing legislative, regulatory, and practice improvements in support of judicial reform.
Other
- Contribute to the development of project reports related to his/her responsibilities, and otherwise support the reporting of Project deliverables, progress, and results;
- Work collaboratively with project leadership, team members, partners, and vendors to support Project objectives;
- Carry out other assignments assigned by the Project’s Chief of Party and Deputy Chief of Party.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ : 

- Experience: supporting administration and operational work for donor-funded projects (required); supervisory experience (required);
- Skills: legal drafting and report writing (required); undertake legal research and advise leadership in a manner that allows them to make informed decisions (required); maintain strict confidentiality (required);
- Knowledge: Armenian labor code and its application to real scenarios (required); USAID acquisition regulations (preferred);
- Education: degree in business administration, law, or related field (required); advanced degree in law (preferred);
- Language: fluency in Armenian, professional fluency in English (required).

ԾՐԱԳՐԻ ՄԱՍԻՆ : 

The USAID Justice Sector Support Project in Armenia is a five-year program designed to help the Government of Armenia establishing a fair and equitable justice system and increase public confidence in the rule of law. The project goal will be achieved through four objectives:

• Objective 1: establishing effective and efficient court administration and case management systems
• Objective 2: supporting self-regulatory institutional capacity development
• Objective 3: improving legal and professional education
• Objective 4: facilitating oversight of the implementation of justice sector reform through collaborative action.

Project activities will advance the functional independence and effectiveness of the judicial branch by strengthening the effectiveness and capacity of courts, relevant self-regulatory agencies, and educational institutions, as well as by facilitating multi-stakeholder oversight of the implementation of justice sector reforms. This assistance will help the Government of Armenia to modernize internal case management systems through e-court solutions; improve the judiciary’s professional and court administration skills; promote alternative dispute resolution mechanisms to alleviate court backlog and propose swift resolution to cases; build the functional capacity of the Supreme Judicial Council; advance law school education and professional training; and strengthen the legal and regulatory environment through monitoring, communication, and stakeholder collaboration.
