ՄԱՆՐԱՄԱՍՆ ՆԿԱՐԱԳՐՈւԹՅՈւՆ

GIZ intends to award a contract to a local company for an Independent expert assessment of the administration of the Fund for Socio-Economic Development of Armenian municipalities (Local Development Fund). The detailed Terms of Reference (ToR) of the assignment in English is attached to this Call for Proposals. If you are awarded the contract, you are not excluded from bidding for the implementation of the following project phase. However, a prerequisite for participation in a subsequent tender is that you do not benefit from your involvement in the previous contract and that the equal treatment of all bidders is ensured.
Information on the Programme
The “Good Governance for Local Development South Caucasus” (GGLD) Programme advises and supports respective partner organisations at national, regional (sub-national) and local levels in Armenia in the implementation of cooperation initiatives towards improved local governance. It supports the improvement of frame conditions, addresses regional (sub- national) governance issues and works towards the improvement of municipal services and citizens’ participation at municipal level. In the context of the German international cooperation approach, the Programme’s objectives are oriented within the framework of the Caucasus Initiative; thus, the improved professional exchange among the countries of the South Caucasus and their increasing cooperation are also objectives at regional South Caucasus level.
The Programme is implemented on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in Armenia co-financed by the Swiss Agency for Development and Cooperation (SDC). It is carried out in close cooperation with the Ministry of Territorial Administration and Infrastructure (MTAI) as the main political partner.
Objective
Against this background, the overall objective of the assignment is to assess the execution of LDF in terms of efficiency and effectivity at all stages: preparation, selection, implementation, monitoring and evaluation. As a result of the assessment, it is expected to have a comprehensive analysis of the functionality of the scheme and of its usefulness, as perceived by national and local partners. The assessment should provide recommendations for further enhancement of the small-grants scheme.
Tasks and Deliverables
The following tasks are expected to be fulfilled in the context of this assignment:
Task 1: Review of implementation modalities and development of recommendations
The Contractor conducts a desk review of all relevant documents, including institutional setup of both phases, application and budget template, assessment grid, AWPs of 7 sample municipalities (10% of the total number of municipalities, to be determined jointly with GIZ), LED CG report. Besides, the Contractor conducts interview series with GIZ, MTAI, LED CG members and representatives of 7 municipalities (5 recipient and 2 non-recipient). The review should encompass all stages mentioned in the assignment objective: preparatory work with partner municipalities, selection, implementation, monitoring and evaluation. As a result, the Contractor develops recommendations on improving implementation modalities with a focus on efficiency, effectiveness and inclusivity.
Task 2: Analysis of the Fund’s contribution to PPP and development of recommendations
The Contractor analyses the contribution of the LDF to enhancing public-private partnerships and improving the business environment in communities. This task is primarily relevant for the first phase of the Fund, especially projects involving private investments. Nevertheless, some projects from the second phase may be deemed relevant as well. To accomplish this task, the Contractor shall conduct interviews with GIZ, MTAI, LED CG members and representatives of at least 3 municipalities and private sector representatives (provisionally Charentsavan, Goris and Yeghegnadzor (Gladzor settlement): to be determined jointly with GIZ). Based on analysis and feedback, the Contractor is expected to develop recommendations on strengthening the LED component of the Fund, take analytical stock of expectations of the municipalities from the Fund, and propose one PPP project proposal on the example of one community (to be determined). The task shall include travel to the 3 selected municipalities/project sites.
Any further task arising during the implementation of the assignment needs prior agreement between the Contractor and GIZ.
The Contractor shall provide the following deliverables:
- Report on the review of implementation modalities, conducted interviews and recommendations for improvement (Task 1),
- Report on the analysis of the Fund’s contribution to public-private partnership, conducted interviews, recommendations and exemplary PPP project proposal (Task 2).
All deliverables shall be presented in Armenian.

Professional Requirements
Suggested expert(s) for the assignment shall [collectively] have the following profile:
- At least 5 years of experience in administration of financing arrangements (e.g. grants), including management of at least one public-private partnership project,
- At least 5 years of experience in public administration (experience in public finance management and in local self-governance is an additional asset): work or/and consultancy,
- In-depth understanding of the existing national and donor instruments to finance infrastructural development in municipalities.
Submission of Technical and Financial Proposal
The Contractor is required to provide a Technical and Financial Proposal. The Technical Proposal shall outline in detail how the contractor is planning on providing the services requested through these ToR. The proposal must at least contain the following elements:
- Interpretation of objectives (1.14)
- Presentation of a strategy on how to implement the assignment (1.2),
- Presentation of detailed work plan (1.4),
- Foreseen transportation and accommodation modalities,
- Presentation of the suggested expert(s), including allocation of working days, description envisaged of role and tasks for the assignment, and CV (4.5).
The technical proposal should be legible (font size 11 or larger) and clearly formulated. It must be drawn up in Armenian (including the CVs). The complete tender must not exceed 10 pages (excluding CVs). If the maximum page length is exceeded, the content appearing after the cut- off point will not be included in the assessment. Information about the bidder must not exceed one page. External content (e.g. links to websites) will also not be considered.
The Financial Proposal, which must be submitted separately, needs to contain the following information:
- Expert fee(s), per working day and in total,
- Foreseen transportation and accommodation costs, based on the following guidance: Travel costs are reimbursed by 100 AMD per km as a lump sum or upon provision of evidence based on market price of transportation service, and accommodation by
14.000 AMD per night as a lump sum or upon provision of evidence based on market prices for overnight accommodation5,
- Any other expenses essential for implementing the assignment, e.g., costs for materials. Evidence of these expenses must be submitted.

The technical offer must always be separate from the financial offer. Technical and Financial offers should be submitted in Armenian language.

The proposal package is to be submitted in AMD.
The payment will be done in local currency. Please include VAT exempted offer. Tax and customs privileges shall apply to this procurement. Please take this into consideration while preparing your company’s offer. The Tax Identification Number of GIZ is: 02898241.
