JOB DESCRIPTION
: 
The Communications Advisor will be responsible for project strategic communications; dissemination of learning materials to JSSP partners, USAID, and other stakeholders; and developing strategic communications and outreach strategies with justice sector stakeholders. Additionally, this person will serve as activity lead for multiple activities under Expected Result (ER) 2.2: Capacity for Effective Internal (Judicial Actors) and External (Public) Strategic Communication Strengthened. They will work with the MEL Specialist and other staff to support the dissemination of findings, research trends, and success stories in compliance with contractual requirements as well as ad hoc requests. They will also provide advice and input for strategic communication activities and lead the development of information products about JSSP’s activities and impact.
This is a full-time position based in Yerevan, Armenia. The Communications Advisor reports to the Deputy Chief of Party. They will collaborate closely with the entire technical team.
RESPONSIBILITIES
: 
Specific responsibilities include:
- Lead programmatic activities. Serve as activity lead for ER 2.2 activities, including: development of communications strategies for courts/government entities and annual action plans (with support of an international expert), design and implement public awareness campaigns, design user-friendly website templates for stakeholders with required content, and organize community engagement opportunities for JSSP stakeholders (with MEL Advisor);
- Produce project materials. Identify and author success stories complete with captioned photos, social media posts, impact articles, and other communications products. Design, lead, and support social media outreach activities. Produce monthly newsletter for donor coordination efforts;
- Monitor media coverage. Produce a biweekly report that links to media coverage of JSSP activities and counterparts, as well as other donors’ work in justice sector reform;
- Support high-profile events. Work with technical team members to produce visibility plans for events. Serve as point of contact for journalists, media representatives, and photographers. Draft talking points for interviewees;
- Media relations. Maintain an up-to-date roster of journalists and media representatives. Keep media representatives updated on high-profile events by drafting and disseminating pre-and post-event press releases as prescribed by approved visibility plans;
- Donor compliance. Ensure all communications products are compliant with the USAID branding and marking policy. Obtain written USAID approval for all communications products;
- Training and Capacity Building. Train grantees on USAID communications policies. Assist grantees to produce high-quality reporting materials;
- Digital content management. Maintain digital content in project files;
- Carry out other assignments assigned by the supervisor.
REQUIRED QUALIFICATIONS
: 
- Language: professional fluency in English and Armenian in reading, writing, and speaking (required);
- Education: Bachelor’s degree in communications or a related field (required); masters degree in communications or a related field (preferred);
- Experience:
a) Minimum 6 years experience in communications, journalism, or related field, including 3 years managing strategic communications and outreach for an international organization (required); USAID experience (preferred);
b) Building the capacity of government institutions to develop strategic communications strategies and action plans (required);
c) Working with donor-funded (required) and USAID projects (preferred);
d) Developing and carrying out public awareness campaigns, including messaging, target audiences, material design, etc. (required); building the capacity of governmental/non-governmental organizations to carry out public awareness campaigns (preferred);
e) Designing and delivering trainings; facilitating high-level meetings (preferred).
- Skills:
a) Draft communications products for a variety of audiences in English (e.g., client reports, success stories, press releases, photo captions, meeting notes, one-pagers, PowerPoint presentations etc.);
b) Photography or graphic design (preferred);
c) Deliver statements to the press in a live setting (required);
d) Work with a diverse team to achieve project objectives (required).
- Knowledge:
a) USAID branding and marking requirements (required);
b) General understanding of the Armenian justice sector reform agenda (required);
c) Professional contacts at media outlets (required) and justice sector institutions (preferred).

ABOUT
: 
The USAID Justice Sector Support Project (JSSP) is a five-year program designed to support the Government of Armenia (GOAM) establish a more fair and equitable justice system and increase public confidence in the rule of law. The Project activities advance the functional independence and effectiveness of the judicial branch by strengthening the efficiency and capacity of courts, relevant self-regulatory agencies, and educational institutions, as well as by facilitating multi-stakeholder oversight of the implementation of justice sector reforms. The project works through four objectives:
- Objective 1: Increased efficiency and effectiveness of the judicial system
- Objective 2: The self-regulatory capacity of the Supreme Judicial Council developed and sustained
- Objective 3: Legal education and professional training meet national and international standards of application of law
- Objective 4: Effective oversight of justice sector reform applied through collaborative action.
