JOB DESCRIPTION
: 
Dexis is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia to strengthen its internal and external communications in order to improve public trust domestically and strengthen diverse relationships globally by adopting institutional structure and human capacity for strategic communication, employing systems and capacity for data-driven information management, and engaging in citizen-centered communications.
Under the leadership of the Chief of Party (COP), the DCOP manages the program’s technical experts and program team, coordinating, overseeing, and synthesizing technical strategies and inputs from technical advisors and partners. The DCOP supports strategic oversight and alignment, ensures technical and activity quality, and mentors program staff. The DCOP aligns the program team and operations staff, ensuring seamless coordination and integrating programs and operations to secure programmatic success. The DCOP will be based in Yerevan, Armenia.
The availability of the position is contingent upon award to Dexis Consulting Group. Selection of final applicant is subject to USAID approval.
RESPONSIBILITIES
: 
- Contribute to the technical leadership, management, and strategic direction of the program, and fulfill the responsibilities of the Chief of Party in the COP’s absence;
- Work closely with the COP to lead the program’s strategy, ensuring interventions and tools are technically sound, contextually appropriate, and innovative;
- Provide leadership, mentoring, quality control, and coordination between program and operations staff to ensure that program implementation is responsive and strengthens program outcomes;
- Work closely with the COP and the MEL Manager to internally disseminate and integrate learning into program strategy and activities;
- Manage and oversee technical experts and program staff. Support program staff in managing partners and support the COP in managing subcontractors;
- Design and deliver tools and methodologies to help partners, counterparts, and stakeholders better understand programmatic outputs and program strategy;
- Maintain productive relationships with USAID, governmental institutions, and local stakeholders to ensure effective collaboration, coordination, and engagement;
- Contribute to the program’s work planning, compliance, and operational effectiveness.
REQUIRED QUALIFICATIONS
: 
- A minimum of ten (10) years of relevant work experience with an advanced degree. A minimum of five (5) years of relevant experience as senior management overseeing a team of staff members;
- Bachelor’s degree in relevant subject area(s); Master’s degree preferred;
- In-depth familiarity with the country’s government and non-government stakeholders and understanding of the dynamics and relationships among them; experience working within or across government bodies preferred;
- Proven track record of excellent management, supervision, and budgeting;
- Experience with small grant activity design, development, and implementation in the region or country;
- Strong understanding of and experience with USG regulations and USAID programming in the region or country;
- Ability to work under deadline pressure with diverse teams;
- Professional level of fluency in English and Armenian required.
