Democracy International (DI) is seeking to hire a Finance and Operations Manager to provide programmatic support for the multi-year USAID-funded Protection, Inclusion, and Empowerment Activity in Armenia. Based in Yerevan, Armenia, the project supports local officials, civil society leaders, private sector actors, and marginalized groups in addressing legislative gaps, enhancing collaboration among local stakeholders in policymaking and implementation, increasing resources, and strengthening their responsiveness to unforeseen events. This will be a full-time position based in Yerevan, Armenia. This position is only open to Armenian citizens.
The Finance and Operations Manager will lead and manage all finance and administration for the project and ensure all financial transactions are properly documented and performed in full compliance with DI and USAID accounting regulations, US federal procurement regulations, and generally accepted accounting principles. The Finance and Operations Manager will be the main support for Human Resources policies and procedures for the Armenia office. They will report to the Deputy Chief of Party. The successful candidate must be a development professional with significant experience in Armenia or a similar context and demonstrated expertise in managing finance and administration for US Government-funded programming.
RESPONSIBILITIES
: 
- Manage all internal financial processes and maintain financial records, including tracking, reviewing, and processing revenue received and coding expenditures;
- Continually evaluate and develop internal policies related to financial management;
- Manage information and submissions related to organizational insurance policies;
- Manage and audit information related to federal, state, and local tax filings and business registrations;
- Work with the HR Manager and field teams to ensure that employee agreement renewals, amendments, and salary adjustments are on-time and align with local laws and contract requirements;
- Act as the lead on HR-related matters including onboarding, offboarding, benefits, employee relations, and handbook updates, as needed. Serve as primary liaison with Home Office Human Resources staff;
- Serve as the administrative contact and liaison with outsourced vendors;
- Administer contracting process with all vendors to ensure execution of contracts and timely payment of invoices;
- Serve as administrative contact and liaison with the organization’s human resource-related matters;
- Oversee professional development and capacity building for members of the finance and operations team;
- Act as a change agent in building community and culture at the organization by facilitating process implementation, reinforcing the organization’s mission and values, and enhancing day-to-day work morale and productivity;
- Manage all aspects of office infrastructure and operations, including office space leases and maintenance, supplies, materials, and technology; and
- Supervise finance and operations staff.
This position reports to the Deputy Chief of Party.
REQUIRED QUALIFICATIONS
: 
- Bachelor's degree, preferably in Accounting/ Finance/ Business Administration or a related field; Master’s degree preferred; 10 years of relevant experience with a Master’s degree or 12 years of relevant experience with a Bachelor’s degree;
- Minimum of 5 years of senior-level experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
- A strong understanding of managing finance and accounting, human resources, operations, procurement and logistics in Armenia;
- Knowledge and experience with Armenian tax laws and personnel regulations and practices;
- Experience supervising and managing a team;
- Ability to work well within a fast-paced environment with minimal supervision;
- Professional fluency in English is required;
