JOB DESCRIPTION
: 
In cooperation with the Renewable Resources and Energy Efficiency Fund (R2E2), Tetra Tech ES, Inc. branch in Armenia is seeking a Project Manager to provide project management and quality control services for the development of new renewable energy and energy efficiency projects. This work is under USAID’s Energy Secure Armenia activity.
The purpose of USAID’s Energy Secure Armenia activity is to bolster Armenia’s energy security by promoting a shift to renewable energy sources (RES), further power market liberalization and trade, and promote greater energy efficiency. This will be done by assisting the Government of Armenia (GOAM), the Public Service Regulatory Commission (PSRC), the private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, and lessen greenhouse gas emissions, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth. Energy Secure Armenia builds on the USAID Market Liberalization and Electricity Trade (MLET) project which Tetra Tech currently implements.
This is a full-time position and hiring may be contingent upon USAID approval. The Project Manager will be based in R2E2’s office, and report to Energy Secure Armenia. RESPONSIBILITIES
: 
- Provide project managerial supervision and support to R2E2-supported projects, illustrative examples of which include:
a) “Fund of Funds”: create and manage the Fund which will provide selected beneficiaries with long-term concessional funding aimed at financing RES and EE initiatives, and promote innovation;
b) Armenia Energy Storage Program: assess energy storage options in Armenia, develop a roadmap for public support, and bolster legal and institutional capacities. The expected outcome is that the GOAM has access to all necessary information and materials to decide whether and how to move ahead with an energy storage pilot project in the power sector;
c) Green Energy Innovation Center: establish a regional center that promotes localization of advanced green energy technologies and serves as a RES/EE hub in Armenia which will showcase technologies such as wind, solar, hydrogen, agro-photovoltaics, etc. in a net-zero setting;
d) Wind Development Project in Armenia: in cooperation with the Asian Development Bank, support the GOAM’s selection of sites for investment in wind power projects, preparation of feasibility studies, and inform decisions on structuring prospective investments and procurements;
e) Utility-Scale Solar Project: support the GOAM in selecting sites for utility-scale solar PV plants, prepare transaction advisory packages, and engage international investors;
- Manage the delivery of projects from start to finish through the coordination of subcontractors, suppliers, consultants, and engineers, including scheduling, economic management, health and safety stewardship, and reporting;
- Oversee pursuits of new projects, including designating appropriate resources, budgets and schedules, defining stakeholders’ needs, and cooperating with donors;
- Lead and participate in technical, cost, and scheduling decisions for interdisciplinary teams, ensuring compliance with R2E2 and Energy Secure Armenia’s standards;
- Nurture and grow R2E2’s relationships with clients for cooperation on complex, multi-disciplinary projects;
- Provide technical assistance to R2E2 on strategic planning, capacity development and performance management components of relevant RES and EE projects;
- Support R2E2 with the design of new programs and project interventions related to energy infrastructure and transaction advisory;
- Oversee projects to ensure best practices in implementation and compliance;
- Maintain R2E2 and stakeholders’ relationships through regular communication and reporting;
- Devise innovative approaches to problems encountered;
- Perform other job-related tasks assigned by the management.
REQUIRED QUALIFICATIONS
: 
- Bachelor’s degree in Economics, Business, Energy Engineering, or a relevant field;
- At least 7 years of professional experience advising on the development of energy infrastructure;
- Fluency in English and Armenian languages, both for oral and written communication;
- Effective communication skills: clearly explaining thoughts, legal and technical opinions, and preparing memos and presentations;
- Excellent computer proficiency, including Microsoft Office programs;
- Demonstrate flexibility, dedication to the assigned duties, and a highly cooperative spirit;
- Excellent time management and organizational skills;
- Experience in working for or collaborating with other international donor-funded projects;
- Passion about renewable energy and the environment;
- Willingness to travel to project sites in Armenia.
Valued but not required KSA’s:
- Advanced degree in Economics, Business, Energy Engineering, or a relevant field;
- Prior experience in and deep knowledge of the Armenian electricity sector;
- Familiarity with Armenia’s political and economic dynamics.
