Tetra Tech ES, Inc. Branch in Armenia is seeking a Renewable Energy and Energy Efficiency Specialist to support the design, facilitation and monitoring of renewable energy sources (RES) and energy efficiency (EE) pilot projects in partnership with communities, and the public and private sectors in Armenia. The goal of these projects is to test innovative technology and financial solutions, facilitate decarbonization through reducing natural gas consumption, and enhance energy security.
The purpose of USAID’s Energy Secure Armenia Activity (“the Activity”) is to bolster Armenia’s energy security by promoting a shift to renewable energy sources (RES), further power market liberalization and trade, and promote greater energy efficiency (EE). This is done by assisting the GOAM, the Public Services Regulatory Commission (PSRC), the private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, and lessen greenhouse gas emissions, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth.
This position involves part-time consultancy with Tetra Tech ES, Inc. Branch in Armenia, but is subject to discussion with candidates. Hiring may be contingent upon USAID approval. RESPONSIBILITIES
: 
- Serve as technical expert for designing, facilitating, evaluating and monitoring RES interventions in pilot projects, with a focus on solar energy applications;
- Serve as technical expert for designing, facilitating, evaluating and monitoring EE interventions in pilot projects, including but not limited to solar water heating, solar photovoltaic (PV) systems, energy-efficiency lighting, building renovation and installation of energy-efficient appliances and building systems, and demand-side management;
- Review and support creation of technical design documents for RES and EE interventions (including state subvention application materials submitted by communities) and provide quality control services during construction and/or installations;
- Ensure that RES and EE interventions in pilot projects adhere to relevant Armenian technical, procurement and environmental requirements, and apply international best practices;
- Support the Activity in procuring, selecting and overseeing contractors to carry out intended RES and EE intervention design, implementation and author’s supervision works;
- Conduct cost estimates and calculations for RES/EE interventions;
- Design and deliver trainings and other capacity-building on RES and EE project design, development, operation and maintenance for a variety of audiences, including community and marz (province), public and private sector entity representatives;
- Contribute and review content related to the Activity’s communications campaign that raises awareness of RES and EE among communities, residents, and businesses;
- Lead and participate in various meetings, seminars, and workshops with communities, public and private sector entities as needed;
- Contribute to data collection and verification for the Activity’s monitoring, evaluation and learning efforts
- Contribute to Activity communications products and success stories;
- Contribute to annual Activity work planning;
- Provide relevant inputs on all monthly, quarterly, annual USAID reports, ad-hoc communications or client requests;
- Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
: 
- Masters’s degree in renewable energy, energy efficiency, energy engineering, economics, or related field;
- At least 10 years of professional experience in supporting the design and development of RES and EE projects in Armenia;
- Proven track record of successfully working with communities, the GOAM, and other public and private entities in the energy sector;
- Strong quantitative and analytical skills and ability to work independently are expected as well as an ability to present, summarize, and communicate complex content;
- Excellent written and oral communication skills in Armenian and English;
- Effective communication and interpersonal skills;
- Computer proficiency, including Microsoft Office programs;
- Demonstrate flexibility and dedication to assigned duties;
- Excellent time management and organizational skills; and
- High level of professionalism and tactfulness.
Preferred qualifications:
- Experience in working on USAID-or other donor-funded projects in Armenia
