JOB DESCRIPTION
: 
The specific objective of this assignment is to formulate a communication plan for the reform of the communication infrastructure. A communication plan is essential for ensuring that government reforms are successfully implemented, accepted by stakeholders, and aligned with the broader goals of transparency, accountability, and public participation.
RESPONSIBILITIES
: 
- Study and elaborate existing GoA internal and external communication practices of key institutions to identify and explore new potential communication channels;
- Meet with key stakeholders involved in the communication reform to identify needs and discuss the realistic modalities for implementing communication activities;
- Elaborate on a communication strategy and detailed Action Plan to create a higher level of awareness and dialogue relevance and substance of GoA communication reform in Armenia; both for the stakeholders/ decision-makers and the general public;
- Draft of a Communication and Action Plan guidance/ toolkit.
REQUIRED QUALIFICATIONS
: 
- A Master’s degree in Communication, Journalism, Media, or another field related to the assignment, or, in the absence of it, three years of experience in addition to the general professional experience requirements;
- Fluency in English; knowledge of Armenian and/or Russian would be an asset;
- At least 8 years of general professional experience in communication and public relations, preferably dealing with the public sector;
- Experience in drafting communication strategies and implementing communication campaigns;
- Experience in developing and implementing communication strategies for government institutions.
