JOB DESCRIPTION : 

The Senior Project Specialist will collaborate with the technical team and a diverse group of stakeholders to lead activities under Objective 4 and support some activities under Objective 1. The Senior Project Specialist reports to the Deputy Chief of Party. They will collaborate closely with the entire technical team.
This is a senior assistant level position with no supervisory function.

RESPONSIBILITIES :

Specific responsibilities include:
- Legal Analysis and Research: Conduct in-depth legal research and analysis to identify gaps and challenges within the justice sector and the Project’s ongoing activities. Stay abreast of relevant national legal developments, international standards, and best practices in court administration, case management, digitalization, and ADR;
- Program Development and Implementation: Contribute to the design and development of JSSP activities and initiatives. Work collaboratively with Objective 1 Lead and DCOP to implement and monitor Project activities under Objectives 1 and 4, respectively. Draft SOWs for national and international experts. Provide logistical support to visiting international experts. Support in the development and implementation of training events;
- Stakeholder Engagement: Organize periodic donor consultation meetings and facilitate engagement with relevant justice sector actors. Draft agendas, brief JSSP leadership, and coordinate with protocol in advance of stakeholder and partner meetings. Draft and disseminate meeting notes to relevant donors and stakeholders;
- Monitoring and Evaluation: Support the development and implementation of monitoring and evaluation frameworks. Regularly assess the impact and effectiveness of justice sector interventions and Project’s activities;
- Policy Advocacy: Draft policy briefs related to promoting policy reform and legal change in alignment with project objectives. Support in the preparation of the Project’s assessment reports to communicate key findings and recommendations;
- Reporting: Prepare regular progress bi-weekly reports and contribute to the development of comprehensive project quarterly reports for USAID and other stakeholders. Translate short documents (agendas, bios, official letters) from English to Armenian and vice versa.

REQUIRED QUALIFICATIONS : 

- Language: native Armenian and professional proficiency in English reading, writing, and speaking (required);
- Education: Bachelor's degree in law, international relations, public administration or related field (required) and master's degree in one of these fields (preferred); advocate license (preferred).

Experience:
- Minimum 6 years experience in the justice sector, including work in the public sector and for an international donor (required);
- Previous experience working on justice sector reform activities for international organizations in the development space (required) and with USAID-funded projects (preferred).

Skills:
- Analytical and problem-solving skills: Excellent analytical, research, and problem-solving skills to identify challenges and contribute to effective solutions;
- Communication skills: Effective and professional communication skills in both English and Armenian, coupled with strong interpersonal skills;
- Ability to collaborate with, facilitate discussions among, and lead meetings with diverse stakeholders (e.g., MOJ, SJC, courts, donors);
- Ability to work independently and collaboratively as part of a diverse cross-functional team.

Knowledge:
- Armenian legal and judicial systems and ongoing judiciary reforms;
- Reform priorities of multi-lateral and bilateral donors in the justice sector;
- International human rights concepts and legal frameworks.

ABOUT : 

The USAID Justice Sector Support Project (JSSP) is a five-year program designed to support the Government of Armenia (GOAM) establish a more fair and equitable justice system and increase public confidence in the rule of law. The Project activities advance the functional independence and effectiveness of the judicial branch by strengthening the efficiency and capacity of courts, relevant self-regulatory agencies, and educational institutions, as well as by facilitating multi-stakeholder oversight of the implementation of justice sector reforms. The project works through four objectives:
- Objective 1: Increased efficiency and effectiveness of the judicial system
- Objective 2: The self-regulatory capacity of the Supreme Judicial Council developed and sustained
- Objective 3: Legal education and professional training meet national and international standards of application of law
- Objective 4: Effective oversight of justice sector reform applied through collaborative action
Under cross-cutting Objective 4, JSSP promotes sustainable reforms through locally driven collective action using collaboration, learning, and adapting. This approach is critical in light of Armenia’s pursuit of multiple reform initiatives that are broad in scope and ambitious in timing, and will have significant impact on justice delivery.
Under Objective 1, JSSP aims to increase the efficiency and effectiveness of the Armenian judicial system. JSSP is working to streamline court and case management procedures and introducing digitalized solutions in a model court with the expectation of rolling this out to first instance courts. Additionally, the Project provides supports capacity building of court personnel in court administration and case management, strengthens the uniform application of judicial practice, and promotes the enhancement of the alternative dispute resolution (ADR) mechanisms to reduce the courts backlog.
