: 
The Armenian Red Cross Society (ARCS) announces an invitation for Research Companies to submit application for the Research on Cost Recovery Possibilities for Elderly Home Care Services in Armenia. The research will be conducted within the framework of the ARCS "Integrated Community-Based Home Care Service Provision and Healthy/ Active Ageing" program implemented in partnership with Swiss Red Cross.
REQUIREMENTS
: 
The research specific objectives:
- Conduct an analysis of the existing models of elderly home-based care services in terms of:
a) Price (cost);
b) Staffing involved;
c) Range of services;
d) Target groups;
- Analyse the possibility and the percentage of financing through:
a) Private businesses;
b) Donor organizations;
c) State;
d) Beneficiaries/ relatives;
- Asses the cost of service provision in terms of medical materials, hygenic supplies and medical equipment, as well as supportive items (wheelchaires, crutchers, etc.);
- Assess/ calculate the cost of staff involved in the home-based care services;
- Provide estimation for the market price of the services provided and compare it with the self-cost of the service;
- Develop an Economic Model for the cost recovery possibilities for ARCS in Lori, Shirak and Vayots Dzor marzes.
Key Deliverables:
- Prepare draft paper and oral presentation to ARCS/ SRC supported by PowerPoint presentation;
- Revise and finalize the report and PowerPoint presentation based on written feedback from ARCS/ SRC.
The Report Shall Include:
- A background analysis why HBC in the given context is of relevance;
- Outline given opportunities, issues and challenges;
- Efficiency analysis of current activities, including an efficiency outlook;
- Signposting to further resources which can be used to heighten efficiency;
- Recommendations to the ARCS on heightening efficiency through;
- Re-organisation of current mode of implementation;
- Integration of existing resources including a cost analysis to tap into these resources;
- Implication to managerial structures;
- Strategy for influencing policy;
- Sustainability reflexions including all defined axes of sustainability (economical, ecological and social dimension).
APPLICATION PROCEDURES
: 
The application package shall include the following:
- Description of the Research design/ methodology;
- Proposed detailed timeframe of the intervention, including
a) Timeline for research design and methodology;
b) Timeline for draft report/ PPT;
c) Timeline for feedback round;
d) Timeline for final report;
- Requested budget;
- Description of institutional capacity of the organization, including institutional history and CVs of key experts, and 2 references from the other customers.
Applicants are requested to submit their cost and methodology proposals (in English language) in sealed envelopes to ARCS by the deadline.

ABOUT
: 
The Integrated Home-Based Care and Active Ageing Program aimed at promotion of health, wellbeing and quality of life of elderly, chronically ill and disabled persons through a focus on active ageing and better access to well-functioning integrated medical and social services. The project strategy is based on the understanding that old people and people with disabilities have the right to a dignified life and to as much autonomy as possible by staying at home as long as possible, receiving care and assistance covering their specific and individual needs, being integrated in community life and able to realize their potential and skills, as well as influence their own life and the life of their communities.
The project strategy is pursued through several components: a) building a sustainable system of integrated home care provision with nurses, home helpers and volunteers; b) mobilization of community and promotion of the concept of active and healthy ageing; c) strengthening organizational capacities of ARCS to play an active role in building up the “integrated home-based care system” and conducting community work in Armenia.
The Integrated Home-Based Care and Active Ageing Program has been implemented in Lori and Shirak Marzes of Armenia since 2016 and piloted a model of integrated, home-based care services to the different categories of elderly people (65+) to be introduced to the Government of Armenia.
