JOB DESCRIPTION
: 
The Improved Water Management for Sustainable Economic Growth Program implemented seeks to transform Armenia’s approach to water management to improve the equity of access to water while maintaining environmental flow and water quality for the protection of freshwater resources. The Program will achieve this through the development and dissemination of improved approaches and tools to support sustainable and secure water management; advancing improved water governance; and spreading best practices and innovative approaches in water conservation and use. The activity will also provide technical and advisory services (including training, applied research, and analysis) to the Government of Armenia (GOAM), local communities, and the private sector, and support the implementation of small-scale pilot projects to improve water management and use. The Program is implemented by Deloitte Consulting LLP, in partnership with the Urban Foundation for Sustainable Development (UFSD), the University of Colorado Boulder (UCB), and the Regional Environmental Centre for the Caucuses (REC). The office is based in Yerevan, Armenia.
Chain of Command:
Ultimate day-to-day field supervision and authority for all personnel and all aspects of program activities rests with the Chief of Party. The Employee described herein shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee.
Supervisor and Reporting Responsibilities:
For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report to and be supervised by the Transboundary Water Specialist.
The Transboundary water associate is expected assist tasks and activities under Objective 4 aiming at preparing Armenia for regional dialogue with neighboring countries.
- Assessment of opportunities for transboundary water cooperation in water monitoring, management, governance, and economic benefits with neighboring countries.
- Improved water monitoring over shared resources, including data gathering and analysis.
- Enhanced engagement with regional Governments, academia, universities, and research institutions of neighboring countries for the development and application of modern water management governance legal documents and tools to support evidence-based decision-making and enhance economic benefits over shared water resources.
RESPONSIBILITIES
: 
The Transboundary water associate shall perform the following functions.
- Responsible for overall logistics and event management under Objective 4;
- Coordinate closely with operations team related to contractual issues, payments and handovers of deliverables;
- Create and update governmental, non-governmental, including international stakeholders’ lists;
- Ensure synergies with USAID South Caucasus Water Program and other donor programs;
- Conduct high-level desk research as needed regarding Objective 4 tasks, in coordination with Transboundary Water Specialist;
- Prepare weekly summary reports for Objective 4;
- Contribute to the development of Objective 4, as a part of the work plan;
- Assist in tracking the implementation schedule by preparing and updating Gantt Chart related to Objective 4;
- Contribute to preparation of Objective 4 sections of Quarterly, Annual, and other programmatic reports;
- Edit and format deliverables under Objective 4.
REQUIRED QUALIFICATIONS
: 
- University degree in linguistics, political science and related areas;
- 4 years’ experience working in international donor projects;
- Reporting and research experience;
- Knowledge of the water sector and experience in cross-border cooperation is an advantage;
- Experience in working with stakeholders in different sectors;
- Basic Excel, Word and PowerPoint knowledge;
- Good editing and formatting experience;
- Should display a positive, team-oriented attitude to match our friendly work environment;
- Excellent knowledge of Armenian and English languages;
- Previous experience in USAID projects is an additional asset.

- Strong outreach and communications skills, analytical skills, and self-motivation;
- Detail-oriented with strong organizational skills;
- Good verbal, interpersonal, and written communication skills.
