ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ

The European Bank for Reconstruction and Development is looking for an Economist/ Project Manager for the EBRD-supported Business Support Office (BSO). BSO is one of 11 Investment Councils currently supported by EBRD as part of the Bank's Investment Climate and Governance Initiative (ICGI) and funded by the UK Government's Good Governance Fund. The Investment Councils play a key role in efforts to improve the business and investment climates in their countries, by providing a platform for public-private dialogue between senior government figures and representatives from the private sector. This public-private dialogue between the authorities and the private sector is essential for identifying the key challenges for businesses and investors and shaping the necessary reforms to address them. It also provides governments with the necessary support from the private sector to deliver these reforms. The Investment Councils have also been playing an important role in supporting the implementation of other EBRD-supported technical assistance projects, including in response to the economic impacts of Covid-19 on businesses.
Since its inception, the EBRD-supported BSO has facilitated policy dialogue and regular consultations between the Ministry of Economy (in charge of reform implementation) and the private sector. The BSO's success led to the establishment by the then Prime Minister of an SME Development Council in July 2011 - a platform to identify, prioritize and resolve key constraints to SME development in Armenia.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
An expert is required (the "Economist") in order to assist the Senior Consultant with economic expertise, analysis and project management (the "assignment"). The tasks of the Economist will include, inter alia, the following:
- Support the Senior Consultant and Senior Economist to identify key impediments to SME development by local and foreign enterprises, associations, unions, and main drivers;
- Implement due analysis of economic and private sector development issues and submit proposals aimed at business (particularly SME) development and investment climate improvements to the Senior Consultant;
- Coordinate implementation of the EBRD-supported and GGF-funded projects where the BSO is in charge of management;
- Lead the process of Strategy Development for agricultural products collection and distribution centers installations in Armenia in close cooperation with the Ministry of Economy;
- Assist Senior Economist in the works of the SME Development Council;
- Participate in other BSO preparations of proposals, solutions aimed at business (particularly SME) development and investment climate improvements by incorporating best international practice. Involve private sector representatives in the process: seek their comments, opinions, suggestions and discuss those in larger forums with other stakeholders;
- Under the direction of the Senior Consultant, create specific working groups, coordinate with other stakeholders involved in working groups. Provide support in respect of economic expertise;
- Assist the Senior Consultant as necessary in the organization of round tables to discuss BSO initiatives;
- Support the Senior Consultant to follow the process of implementation of BSO initiatives;
- Contribute to the activities targeted at raising public awareness of the BSO materials;
- Prepare research on the business environment in Armenia;
- Closely cooperate with the full-time economist in SME development Council issues and preparations, if assigned by the Senior Consultant, participate in the SME Development Council Meetings;
- Contribute to the development of the Business Support Office website, booklets, news bulletins, etc. through collection and processing of information;
- Under the direction of the Senior Consultant, participate in the implementation of programs and projects carried out by international organizations in the area of business (particularly SME) development and investment climate improvements;
- Support the drafting of quarterly and annual reports for the Senior Consultant summarising the achievements of the assignment to be submitted to the Operational Leaders;
- Occasionally participate in conferences and workshops, where appropriate, on investment climate with a view to learning lessons from the experiences gained by other countries that have faced similar issues and to exchanging ideas with them on how to address common situations;
- Perform any other job-related tasks that may arise.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
- Degree in Business, Economics or a related field;
- Ideally at least 5 years of relevant work experience;
- Experience and proven track record supporting project management;
- Good understanding of the process of economic reform in Armenia;
- Analytical skills, with the ability to interpret and report on complex issues;
- Ability to interact effectively with senior officials in government and the business community;
- Ability to work effectively in a team;
- Ability to prioritise and work under the pressure of deadlines;
- Excellent written and verbal communication skills in Armenian and English languages.
