ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ
: 
To effectively manage and preserve water resources, in 2011-2016 the USAID Clean Energy and Water Program initiated the process of developing a Decision Support System (DSS) for water resources management. From 2016-2020, the USAID ASPIRED Program continued further updating, development, and expansion of tools/modules of the DSS.
The goal was to create a system of simple tools in the Geographical Information System (GIS/ArcGIS) that would meet the requirements of efficient and sustainable management of the water resources of the RA river basins. In the geographic information system (GIS/ArcGIS) environment, the DSS being a tool for the comprehensive management of water resources of the river basin consists of three main models:
- Hydrological - which includes tools for calculation of water and water-economic balances, as well as ecological flow;
- Climate change - which includes tools for assessment of historic trends and projections;
- Economic analysis - which includes 2 components (current water use and water use development scenarios).
The information and database of the DSS include the data of RA river basins, which need to be updated.
It is necessary to reprogram the DSS in QGIS, since QGIS is open source and does not require purchasing software/ license, it has an easy-to-use interface and is easy to learn and use for relevant staff members. As a result of reprogramming the DSS in QGIS, the GIS database will be updated and modernized.
Supervision and Reporting:
The Specialist will report to and is supervised directly by Program Objective 1 Lead

Timing and Level of Effort:
This assignment is expected to require up to 110 man/day beginning on April 15, 2024, and ending on January 30, 2026.

Results/reports of work are presented in the following format:
a) DSS programmed in QGIS, with database and results from Southern BMO,
b) Reports in MS Word text files,
c) Data and graphs in MS Excel spreadsheet files,
d) Maps, and drawings in QGIS, jpg, or tiff type files.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
- Programmer on GIS (5 years +);
- Expert level experience in GIS on water resources management;
- Strong reporting skills;
- Reporting experience;
- Experience in working with international organizations in GIS is an advantage;
- Fluent in English and Armenian.
