ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ
: 
Dexis seeks an Operations and Logistics Manager (OLM) to support the Armenia Support Engagement (ASE) initiated under the USAID Office of Transition Initiatives (OTI) SWIFT 5-Programs IDIQ "EXploratory Pilot and Learning Options for Regional Efficiency" (EXPLORE) Task Order for the Europe region. The Armenia engagement period of performance is December 1, 2023 to January 31, 2025.
The OLM will oversee the operational functioning of the project, including ensuring the purchase and delivery of requisite equipment and services.
This position will be based in Yerevan, Armenia with a period of performance of o/a April 1, 2024 – January 31, 2025.
Reporting
The Operations and Logistics Manager reports to the Operations and Implementation Director.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
- Oversee the day-to-day operational needs of the ASE office, including maintaining appropriate levels of supplies and equipment for use by office staff, arranging translation, interpretation, legal, and IT support services, and organizing transportation logistics;
- Manage the procurement process for the purchase and delivery of goods and services for the operational needs of the program, including identifying and recommending the most appropriate method of procurement, selecting vendors, inspecting goods and services, verifying delivery, and monitoring the use and disposition of goods;
- Draft purchase orders, BPAs, task orders, and other subcontract documents for operational procurements for review by the Operations and Implementation Director (OID);
- Manage operational BPAs, including issuing task orders, monitoring vendor performance, managing vendor relationships, and tracking spending against agreement ceilings;
- Administer office and residential lease agreements, including ensuring compliance with local government regulations and issuing timely payments;
- Forecast monthly operational expenses to ensure adequate funds are requested to cover program needs;
- Provide support for conferences, seminars, workshops, and training events, which includes tasks and subtasks related to travel, meals, translation services and document distribution;
- Arrange travel, accommodation, and logistical needs for international consultants;
- Maintain a tracker of all ongoing operational procurements and contracts;
- Serve as internal point of contact for all IT-related needs and procure equipment or expert services as required to meet program needs;
- Maintain project inventory, including recording equipment allocation and maintenance needs and arranging for the disposition of assets in accordance with Dexis and USAID regulations;
- Display creative problem-solving in addressing and resolving emerging project needs;
- Perform any other duties as assigned.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
- Bachelor's degree or equivalent university degree in a relevant field;
- At least 3 years of relevant experience managing operations and logistics for a USAID or other donor-funded program;
- Demonstrated understanding of USAID and Dexis procurement regulations and processes;
- Ability to ensure compliance with USAID and Dexis policies, procedures, and regulations;
- Ability to prioritize and manage a high-volume workload in a fast-paced work environment;
- Strong written and oral communication skills;
- Proficiency in MS Word, Excel, Outlook, SharePoint, and other basic computer applications;
- Demonstrated ability and willingness to work in a diverse team environment;
- Fluency in written and spoken English and Armenian.
Preferred Requirements:
- Experience with USAID/OTI programming;
- Advanced degree;
- Experience living and working in Armenia;
- Demonstrated professional proficiency in Russian.
