ОПИСАНИЕ ДОЛЖНОСТИ
: 
The MEAL and CSG Officer's role is to ensure the implementation of SCI's MEAL and CSG systems and mechanisms to ensure quality and safe implementation for children. The MEAL and CSG Officer will design tools and implement monitoring visits, will set up and maintain accountability mechanism, promote program learning and act as point of contact for Child Safeguarding issues. Furthermore, he/ she will continuously build the capacity of partners and SCI staff on MEAL and Child Safeguarding, in line with SCI procedures and standards. The position will lead in MEAL system design as well as support in proposal writing and logframe development.
ОБЯЗАННОСТИ
: 
MEAL System:
- Ensure the implementation of Save the Children's MEAL system;
- Ensure adherence to the global Save the Children MEAL standards and procedures;
- Be accountable for the database systems in SCI's programmes and MEAL department. Monitor progress against targets through the Company's Indicator Performance Tracking Tool (IPTT), Output Tracker, Total Reach, Quality Benchmarks and Key Performance Indicators;
- Ensure that operations, project and partner staff understand the various steps and tools for the MEAL system and that this is used consistently across projects/ areas;
- Conduct quality monitoring of programme activities, measured against quality benchmarks and using participatory methodologies (including child-friendly methodologies);
- Provide technical support and participate as required in all other aspects of MEAL at field level, for example, surveys, assessments, baselines, evaluations, joint projects reviews/ lessons learning workshops/ events;
- Lead on designing of tools and data collection for outcome level indicators;
- Support coordination of needs assessments in coordination other external sector agencies, ensuring assessment findings are documented and include an analysis of children's needs;
- Provide planning, implementation and follow-up of evaluations, such as: writing TORs, preparing literature reviewing packs, recruiting evaluators, planning evaluator itineraries, planning staff workshops, leading report review;
- Improve and introduce new database systems to record beneficiaries and ensure minimization of the aid overlap within SCI and between stakeholders;
- Lead on organisation of regular lessons learnt sessions with staff and partners.
Accountability:
- Implement inclusive feedback mechanisms with integrated Child Safeguarding, including operating Save the Children's feedback and complaints hotline and other channels;
- Ensure participation of communities and transparent communications where projects are implemented, including leading on development of key messages to communities, and make sure that the processes are transparent and programmes are accountable.
Technical MEAL Support and Capacity Building:
- Contribute towards the creation of an organisational culture that promotes MEAL and understands its link to quality and accountable programming;
- Provide MEAL trainings and capacity building for staff and partners as required;
- Work with technical colleagues in their development of sector log frames, plans, and monitoring and evaluation frameworks and plans.
Reporting:
- Support with a different range of reports, internal and external and MEAL analysis;
- Ensure that Monthly, Quarterly and Annual field level reports include accurate key data summaries and brief narrative descriptors of previous period's achievements/ challenges and future period's planned activities in relevant areas.
Child Safeguarding:
- Act as Save the Children's National Child Safeguarding Focal Point;
- Receive child safeguarding concerns and complaints at appropriate geographical/ operational unit levels, in accordance with the Save the Children International's Child Safeguarding Policy and the Local/ Country Procedures;
- Contextualise and develop Response Child Safeguarding Procedures;
- Build staff and partner capacity on child safeguarding;
- Provide overall support to the wider implementation of policies and procedures to safeguard children, namely, the Child Safeguarding Policy and the other related policies/ documents such as the Code of Conduct and Whistle- Blowing Policy.

Qualifications:
- Bachelor’s degree in an area of Social Sciences, Social Development or other relevant subject.
Experience and Skills:
Essential
- At least 3 years of progressive professional experience in M&E;
- Experience with SC M&E methodologies; Facilitation, training, presentation and conducting of qualitative and quantitative research (including data collection with children); developing and improving monitoring and data collection systems;
- Experience in database management;
- Ability to write clear assessment and project reports;
- Basic knowledge of statistical data analysis programmes such as SPSS, STATA, or other systems;
- Experience of statistical analysis;
- Experience in online data collection tools (KOBO);
- Experience in designing questionnaires and data collection instruments for outcome level indicators;
- Experience of, and commitment to working through systems of community participation and accountability;
- Experience of training and capacity building;
- Experience to support proposal and log frame development;
- Knowledge of child safeguarding principles;
- Strong computer skills, including the use of Outlook, Word, Excel and Powerpoint;
- Skills in English and Armenian languages;
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin the Company's support.
