ОПИСАНИЕ ДОЛЖНОСТИ
: 
The short-term expert will closely work with the State Revenue Committee representatives and the AIP staff to develop an implementation guidebook for the Code of Conduct of custom servant based on the adopted Code, international best practices and tailored to the needs of the Committee.
The State Revenue Committee (SRC) of Armenia initiated key reforms in the customs service. Integrity issues are at the heart of the SRC’s reform initiatives. First, the integrity of the candidate applying for the training is checked. Secondly, an educational component on integrity and ethics has been added to the training curriculum for prospective customs officers.
An executive order was adopted by the Chairman of the SRC which defines the Code of Conduct for customs officers. Armenia Integrity Project is looking for a qualified professional to support SRC in the development of a user-friendly implementation guidebook on the Code of Conduct, which will include real-life examples, practical cases relevant to Custom Service and guidance based on international best practices, relevant Armenian legislation, Armenian reality and discussions with stakeholders. The short-term expert will work closely with the State Revenue Committee Representatives to understand their needs, and existing problems and to ensure the exchange of knowledge/ skills.
The implementation guidebook will serve as a daily reference for Custom servants and will be part of integrity trainings.
ОБЯЗАННОСТИ
: 
- Review international best practices on implementation guidebook on Code of Conduct, the relevant Armenia legislation;
- Work closely with the relevant representative of SRC to understand their needs, and existing problems and draft a tailored guidebook;
- Participate in professional discussions with the relevant representatives of and AIP team on the topic and present a professional opinion;
- Develop a user-friendly implementation guidebook on the adopted Code of Conduct, including real-life examples, practical cases relevant to Custom Service, and guidance based on international best practices, relevant Armenian legislation, Armenian reality, and discussions with stakeholders;
- Review and finalize the guidebook based on the discussions and comments of AIP and State Revenue Committee.
Deliverables:
- User-friendly implementation guidebook on the Code of Conduct of Customs servant, including practical examples, cases, and guidance based on international best practices, Armenian legislation, and discussions with stakeholders.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ
: 
- Graduate degree in Law, Public Administration, or related fields;
- At least five years of experience in legal and/ or public administration;
- Experience of working in/with customs;
- Analytical, drafting and research skills;
- Interpersonal and communication skills;
- High standards of ethics;
- Strong organizational skills;
- Fluency in the Armenian language; knowledge of the English language is a plus.
