JOB DESCRIPTION: 
The Consultant will lead the gender assessment in cooperation with a local expert. The assessment will consist of the following tasks:
- Review relevant documents related to the programme and list relevant contextual considerations for its implementation (per Armenia’s legislative and policy framework);
- Consult relevant local stakeholders engaged in the programme;
- Conduct a gender analysis, emphasizing gender issues relevant to the areas of programme’s intervention;
- Assess and identify potential gender-differentiated impacts of the project
- Identify sex-disaggregated indicators that could be used to monitor potential gender impacts;
- Identify additional actors (government agencies, NGOs, and women’s associations or groups, INGOs, and other international actors) whose work focuses on gender and the specific area of intervention that can be engaged to integrate gender in the programme;
- Based on gender analysis, develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project.
The expected output of the above tasks will be an assessment report presenting:
- Gender issues relevant to the areas of programme’s intervention;
- Gender-differentiated impacts and risks of the project;
- Sex-disaggregated indicators;
- Additional local actors to engage with gender work relevant to the programme;
- A plan of action to mainstream gender into the programme.
This will be in the form of the following deliverables:
- Desk review and stakeholder interviews;
- Draft assessment report;
- Final assessment report with integrated RWI feedback.
REQUIRED QUALIFICATIONS: 
- Post-graduate degree in Law; advanced degree is desirable;
- At least 10 years of relevant professional experience in the field of gender equality and gender mainstreaming;
- Thorough understanding of the gender context in Armenia;
- Familiarity with gender analysis tools and methodologies in the specific area of intervention;
- Excellent analytical and drafting skills;
- Strong communication, organisation and interpersonal skills; and
- Excellent command of written and spoken Armenian and English languages.

REMUNERATION/ SALARY: 
Maximum 4500 USD on satisfactory completion of the consultancy.
