JOB DESCRIPTION
: 
United Nations World Food Programme in Armenia (WFP Armenia) is planning to support activities, that will enhance national emergency response capacity, establish models for social protection and contribute to WFP's ability to deliver emergency support in a timely manner. In view of this, WFP Armenia is seeking a qualified candidate to provide specific IT solutions in the framework of the upcoming emergency preparedness activities envisaged by WFP Armenia. Under the overall guidance of the Country Director the IT Solutions Associate will report directly to the Programme Policy Consultant (Disaster Preparedness).
RESPONSIBILITIES
: 
- In consultation with Inter-Agency Standing Committee (IASC) Agencies and the Government formulate a joint beneficiary registration mechanism;
- Set up the mechanism through the establishment of protocols and agreements;
- Formulate the IASC Information and Communication Technology (ICT) cluster response plan;
- In consultation with IASC members set up a joint feedback mechanism adhering to the "Accountability to Affected Populations" framework;
- Design information and training material related to the joint beneficiary registration mechanism, Accountability to Affected Population and ICT cluster response plan, provide training to IASC members and Government;
- Formulate WFP Country Office ICT business continuity plan and provide support in formulating nuclear preparedness and business continuity plans;
- Prepare regular reports, implementation progress overviews and draw lessons learned that inform active and potential stakeholders;
- Perform other related duties, if required.
REQUIRED QUALIFICATIONS
: 
- Education: University degree in Computer Science/ Engineering, Information Systems, Programming Languages and Techniques, Web Services and Interfaces, or other relevant field.
Experience:
- At least 4 years of experience in the development of systems and applications needed to fulfil business requirements;
- Experience in the administration and support of the applications;
- Experience in preparing reports/ trainings on IT related subjects;
- Previous experience in building capacity and partnerships with government authorities is desired.
Knowledge and Skills:
- Knowledge of database technologies, networking technologies, cloud technologies;
- Knowledge of KoBo Toolbox and other open source software;
- Strong analytical, written and oral communication skills, excellent interpersonal skills and ability to work in a team and establish effective working relationships with key stakeholders;
- Ability to plan and organize work with minimum supervision;
- Ability to work under pressure and meet tight deadlines.
Languages:
- Fluency (level C) in English and Armenian languages; working knowledge (level B) of Russian language is an advantage.
