Program Background:
The Improved Water Management for Sustainable Economic Growth Program implemented seeks to transform Armenia’s approach to water management to improve the equity of access to water while maintaining environmental flow and water quality for the protection of freshwater resources. The Program will achieve this through the development and dissemination of improved approaches and tools to support sustainable and secure water management; advancing improved water governance; and spreading best practices and innovative approaches in water conservation and use. The activity will also provide technical and advisory services (including training, applied research, and analysis) to the Government of Armenia (GOAM), local communities, and the private sector, and support the implementation of small-scale pilot projects to improve water management and use. The Program is implemented by Deloitte Consulting LLP, in partnership with the Urban Foundation for Sustainable Development (UFSD), the University of Colorado Boulder (UCB), and the Regional Environmental Centre for the Caucuses (REC). The office is based in Yerevan, Armenia.
Chain of Command:
Ultimate day-to-day field supervision and authority for all personnel and all aspects of Program activities rests with the Chief of Party. The Employee described herein shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee.
Supervisor and Reporting Responsibilities:
For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report to and be supervised by the Deputy Chief of Party.
ОБЯЗАННОСТИ
: 
The Communications and Outreach Specialist shall perform the following general and specific functions:
- Lead responsibility for improving and execution of USAID Armenia IWMP Communications Strategy, which will include the following tasks:
a) Continuous improvement of the Program’s communication and outreach strategy;
b) Updating/development of a set of templates, guidelines and protocols for communication and coordination with counterpart organizations (governments, utilities, regulatory agencies, financial institutions and companies benefitting from IWM activities) as well as between international donor organizations;
c) Interfacing with USAID/Armenia and other communications staff to ensure all communications and published materials meet USAID and USG standards;
d) Creating marketing and event materials for USAID Armenia IWM Program and ensuring the Program’s visibility during various events, trainings and public appearances in compliance with the Program branding and marketing plan;
e) Developing communication and outreach materials/products/newsletters for different target groups based on Program teams’ inputs, including preparation of content for the Program’s FB page;
f) Developing relevant public outreach and media tools for disseminating relevant products and delivering key messages;
g) Leading implementation of public outreach campaigns and workshops to highlight Program progress and collaborative efforts;
h) Working with beneficiaries and donor organizations to expand audience of Program deliverables;
i) Ensuring quality and timeliness of preparation/translation of programmatic communication/PR materials;
j) Providing technical support to ensure that all the necessary set of communication /outreach indicators are properly defined, assessed and incorporated into the Program’s Annual Work Plan;
- Support to execution of Work Plan activities and components on an annual basis;
- Communicate with a team of long-term and short-term consultants and subcontractors working under the activities listed above;
- Work together with the Objective Leads to ensure that events and trainings are properly publicized, well-attended, exhibit appropriate and USAID-compliant marketing materials, and that schedules are coordinated to reduce scheduling conflicts;
- Respond to direct requests from the COP, DCOP, PM, or Finance Manager for ad-hoc assistance on a limited basis for tasks relevant to the position’s skill-set but outside of the position’s specific tasks and responsibilities, so long as such requests do not interfere with direct responsibilities of the position.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ
: 
- Master's degree in communications, business, public policy, international development, or related fields;
- 8+ years of professional experience;
- Basic Excel, Word and PowerPoint knowledge required;
- Experience working with communications and outreach for development programs;
- Individual should display a positive, team-oriented attitude to match our friendly work environment;
- Fluency in English and Armenian languages.

- Detail-oriented with strong organizational skills;
- Good verbal, interpersonal, and written communication skills;
- Good analytical, and problem-solving skills.
