Dexis is seeking a Monitoring, Evaluation, and Learning (MEL) Manager for the anticipated USAID Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia to strengthen its internal and external communications in order to improve public trust domestically and strengthen diverse relationships globally by adopting institutional structure and human capacity for strategic communication, employing systems and capacity for data-driven information management, and engaging in citizen-centered communications.
The MEL Manager leads monitoring, evaluation, research, analysis, and reporting in support of the project’s strategy and USAID’s information needs. The MEL Manager manages MEL tools, the MEL system, and any third-party MEL support. The MEL Manager will be based in Yerevan, Armenia.
The availability of the position is contingent upon award to Dexis Consulting Group. Selection of final applicant is subject to USAID approval.
- Develop the program’s MEL plan, tools, and systems and oversee all program-level monitoring, evaluation, and learning in close collaboration with the COP; - Integrate the Collaborating, Learning, and Adapting (CLA) approach to collect, interpret, and apply data and learning to demonstrate impact and progress, and inform adaptation of program activities; - Ensure strong correlation between monitoring partner and program performance, learning, and adaptive management; - Develop and supports implementation of participatory methodologies to monitor program quality for performance and results; - Produce required MEL reports for the COP and USAID; - Lead annual sessions with the entire program to pause and reflect on goals, results, and program direction in close coordination with the COP; - Support the development and implementation of the program’s learning agendas with team to inform future activity design and adjustments to implementation; - Contribute to the design and oversight of any research activities; - Train staff and stakeholders on the MEL plan, tools, and strategies; - Promote the dissemination of lessons learned by the program team and partners; - Oversee MEL Officers or Specialists and any MEL consultants the program may have.
- A minimum of seven (7) years of relevant work experience with an advanced degree or ten (10) years of relevant work experience and a Bachelor’s degree. Degrees should be relevant to the position; - Minimum seven (7) years of demonstrated experience in monitoring and evaluation, data analysis, performance management plan development, participatory data collection methods and protocols, and/or data quality verification techniques for development programs; - Technical expertise in strategic communications, communications, host government institution building, and/or media, preferably including previous experience in the region or in the country; - Experience organizing trainings and workshops on organizational learning and knowledge management with USAID, implementation partners, and other participants; - Experience with data management platforms; - Experience supporting learning, collaboration, and organizational change management; - Informed about current programming in the region and country related to strategic communication, communication, and government institution building; - Deep familiarity with the Armenian context, including with USAID and Mission operations; - Experience with USAID funded programs and knowledge of USAID evaluation policy and program cycle and learning methods strongly preferred; - Professional level of fluency in English and Armenian required.
