ОПИСАНИЕ ДОЛЖНОСТИ

The overall objective of the consultancy is to support M4EG team in providing support and mentorship to the partner municipality teams for designing, activating and managing the learning throughout the Portfolio Approach implementation. As the result of this consultancy, the municipality teams would have smooth learning/induction process to the option activation and efficiently progress with the developed projects implementation. The consultant will work directly with UNDP M4EG team (both in and outside the country) and the external technical providers to coordinate all the needed support to the municipal teams through out the journey. The purpose of this assignment is to provide Portfolio activation and supervision coordination and support the selected municipalities
ОБЯЗАННОСТИ
: 
Under the direct supervision of the UNDP Armenia M4EG Project Coordinator, and in close cooperation with the UNDP regional team and technical providers, the Consultant will be responsible for:
- Establish and maintain effective cooperation with local municipality Portfolio team in partner municipalities;
- Organize and facilitate learning events to ensure Portfolio teams’ proper engagement and learning;
- Initiate and hold weekly and on-demand meetings with the Municipality teams to catch up on the Portfolios’ activation process, progress, and challenges. Travel to visit the partner municipalities on regular basis;
- Initiate and facilitate co-design and ideation sessions with public sector innovation champions beyond municipalities;
- Identify major risks and option activation-related challenges, keep records and mitigate those; ensure external support provision to the municipal teams to address those;
- Lead and facilitate relationship building and stakeholder engagement at the municipal and national level to support the municipality teams with local capacity mobilization;
- Mentor the municipality teams for engaging with new funding opportunities and partnerships development;
- Provide ongoing support and follow up with the Portfolio teams to ensure timely and smooth progress on the timeline;
- Provide needed support in dynamic management and developing a Learning Log;
- Based on the lessons learnt and reflections, provide technical support to the Municipality teams in designing new options and business processes if applicable;
- Engage with Portfolio team members individually when needed to provided support and assistance, facilitate effective communication within and among the teams;
- Liaison between the municipality and portfolio team, with direct engagement of UNDP staff;
- Support the redesign process of the Portfolios and the preparation for activation;
- Participate in other related activities under the M4EG project (ToR development, contracting, etc.) needed while supporting the Portfolio team;
- Manage the Options activated with UNDP procurement, ensure the Municipality leadership’s engagement and ownership in those;
- Provide periodic updates and feedback to the UNDP respective team.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ

Education
- Advanced University degree (MSc, MA or PhD) in public administration, economics, social sciences or related fields. A relevant university degree in combination with qualifying experience in the area may be accepted in lieu of the advanced university degree.
Experience
- Minimum of 5 years of experience in municipal engagement, community relations, or a related field;
- Experience in the area of applying development approaches, developing strategies and analysis at the local, national and/ or international level;
- Proven track record of successful stakeholder engagement and project coordination and partnership building;
- Experience in development interventions related engagement with public entities, local authorities, non-profits;
- Experience in applying coaching and mentoring tools and mindsets when supporting the client/beneficiary organizations;
- Experience of applying innovative methods and models to development challenges: systems transformation, organizational change management, systems design, human-cantered design, etc.;
- Proven experience in working and partnering with international experts and consultants;
- Experience in facilitation and capacity development.
Language Skills:
- Fluency in Armenian and English is required (written and oral).
