DI seeks to hire consultants to serve as Service Delivery Mapping Experts (the "Experts") to effectively map and assess the delivery value chain for social services and existing resources available to Domestic Violence (DV) victims and Displaced Populations (DP) in 10 regions. Specifically, the Experts will identify the process of how DV services are delivered, available resources, and where breakdowns occur if they do. The Experts will also conduct a mapping exercise to determine what services are available for DPs and how existing DV support centers can be remodeled to meet the DPs needs. As part of the mapping exercise, the Experts will also conduct quantitative (surveys) or qualitative (focus groups and key informant interviews) research with government officials at the national and local levels and service providers, including social workers, teachers, health care providers, and civil society organizations. The Experts must specialize in social protection with a focus on either gender-based violence (GBV), mental health psychosocial services, research analysis, or other relevant fields. Specific positions to fill include:

Reporting
This position reports to DI’s Inclusion Specialist based in Yerevan.
ОБЯЗАННОСТИ
: 
- Assess the process of how social protection services are delivered to the victims of gender-based violence and displaced persons, available resources, and where breakdowns occur if they do;
- Conduct a mapping exercise to determine what services are available for displaced persons;
- Identify what services shall be provided to displaced persons and how the existing social protection services can be remodeled to meet the needs of displaced persons;
- Conduct primary data collection with government officials at the national and local levels and service providers, including social workers, teachers, health care providers, and civil society organizations;
- Prepare a report on the assessment of the main findings for DI and suggest further recommendations in Armenian and English;
- Prepare presentations highlighting top-level findings and conduct stakeholder discussions.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ
: 
- Fluency in Armenian and English languages;
- Excellent English writing skills;
- Experience in social protection and social services, including mental health psychosocial services;
- Experience in GBV and gender equality and inclusions; or
- Experience in displaced persons, refugees, refugee-like situations; or
- Experience in child protection; or
- Experience in economic and social empowerment;
- Experience in conducting qualitative and/ or quantitative research;
- Knowledge of the Armenian social service system;
- Experience working with vulnerable and marginalized groups in Armenia preferred;
- A bachelor’s degree in Sociology, Psychology; Law, Economics, Human Rights, and any other relevant filed.

- Literature review;
- Raw data and transcripts from quantitative and qualitative research;
- Prepare reports in English and Armenian detailing findings from mapping exercise and qualitative and/ or quantitative research, including conclusions and recommendations;
- Prepare reports in English and Armenian languages;
- Develop presentations and conduct stakeholder discussions.
Level of Effort and Compensation
It is expected that the Expert will work no more than 30 days on this assignment for a period until March 30, 2024. The Expert will only be compensated for days agreed in writing by the PIE team and when written reports are submitted on-time and of an acceptable quality. The Expert will be paid monthly against a timesheet. If travel is required, DI will bear the travel expenses in accordance with its travel policy.
