ПОДРОБНОЕ ОПИСАНИЕ
: 
Dexis Interactive Incorporated, an international development firm based in the United States, is implementing the USAID-funded Armenia Integrity Project (AIP). The purpose of the Integrity Project is to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia by strengthening corruption prevention institutions and integrity systems, supporting the implementation of specific legal-regulatory measures for corruption prevention, and facilitating a collective action approach to hold local entities engaged in corruption prevention mutually accountable.
Within the framework of its ongoing commitment to support the CPC's institutional capacity development and strengthening, AIP intends to engage an organization of investigative journalists to conduct training courses for the staff of the CPC on fact-checking, open-source use, investigative, and networking tools. Experts from investigative journalist groups will support relevant CPC staff to work with information databases, data collection, and fact-checking tools.
Description of the Project:
Under the AIP work plan activity 1.1 (CPC Functional and Operational Capacity Strengthened) AlP is seeking an organization to conduct training courses for the CPC staff.
The main goal of the project is to enhance the capacity of the CPC staff by conducting training courses on the following topics:
- Identification and utilization of information databases, search engines, and data collection techniques.
- Data research skills, data sorting, classification, and validation.
- Data summarization and reporting.
- Utilization of fact-checking tools in daily departmental activities.
The training courses will contribute to enhance the knowledge of the CPC staff and improved performance as they perform their duties, enabling them to identify relevant databases at national and international levels, and extract valuable information for their functions.
The Organization will work closely with the CPC and Armenia Integrity Project (AIP) staff to develop the training course outline to meet CPC's needs.
Deliverables:
- Conducting training courses on each topic outlined in the Description of the Project.
- Agenda for each training session adjusted to meet the needs of CPC and presentation slides and/or materials.
- Pre- and post-knowledge tests and data analysis reports.
- Developed training methodology.
- Two types of certificates for participants (completion and participation).
15 to 20 people from the six departments of CPC will participate in the capacity-building sessions and on-the-job trainings.
ТРЕБОВАНИЯ
: 
To ensure the quality and success of the project, interested organizations should possess the following qualifications:
Experience & Track Record:
- Relevant staff (trainers) and experience in providing training courses on national and international databases;
- Demonstrated expertise in investigative techniques;
- Up-to-date knowledge of national and international databases resources;
- Experience in working with government institutions, including the CPC.
Organizations that meet the above qualifications are strongly encouraged to apply. The selection will prioritize organizations that demonstrate a deep understanding of the project's objectives, show innovation in their approach, and provide cost-effective solutions.
Proposal Submission:
The Organization is required to provide a Proposal. The proposal shall outline in detail how the organization is planning to organize and deliver the training courses. The proposal must at least contain the following elements.
- Presentation of a strategy on how to implement the assignment.
- Description of training methodology, timelines, and budget for the training course.
- Presentation of CV’s of the suggested experts.
- Evidence of expertise of an organization on investigative techniques and skills.
ПРОЦЕДУРА ПОДАЧИ ЗАЯВОК
: 
Interested organizations are invited to submit proposals to ***********@***********.***. by June 3, 2024. Selection will be based on expertise, experience, and cost-effectiveness.
The required level of effort will be up to 25 working days between June 1, 2024, and October 1, 2024, though it may be extended depending on performance and need.
The offeror is expected to present the duration/time structure and LOE of each training topic in their proposal.
By undertaking this project, the selected Organization agrees to maintain transparency, adhere to timelines, and ensure quality in the deliverables, contributing to improved government practices and transparency in Armenia.
