ОПИСАНИЕ ДОЛЖНОСТИ
: 
The incumbent will be responsible for all financial matters of the “Humanitarian Aid and Inclusion of Nagorno-Karabakh Refugees” Program.
ОБЯЗАННОСТИ
: 
- Responsible for all financial matters of the “Humanitarian Aid and Inclusion of Nagorno-Karabakh Refugees” Program;
- Ensure compliance with the Program budget and alignment with the donor Rules and Regulations;
- Ensure that financial procedures are maintained;
- Liaise with external auditors;
- Handle payments to sub-grants and partners in coordination with the Team Leader;
- Handle monitoring of sub-contracts, verification on budget vs actuals;
- Make sure that all payments are supported with appropriate backup documents and conduct cash reconciliations periodically;
- Troubleshoot and raise issues in case of non-compliance, diligence of payees, or any other compliance breach and bring this issue to the attention of the management;
- Continuously study and be aware at all times of changes and/ or modifications of Armenian tax and accounting legislation and requirements and report to the management when such changes take place;
- Receive and validate grantee and partner financial reports;
- Prepare wire transfer orders for payments for material, supplies, and services;
- Regularly collect notes and statements from the bank;
- Ensure timely filing of finance-related documents;
- Perform other Program obligations upon the supervisor’s request;
- Prepare call for expression of interest for sub-grants;
- Participate in the selection of the sub-granted projects;
- Ensure the transparent and professional evaluation of the proposals and maintain the necessary proof of process;
- Manage the distribution of sub-grants;
- Oversee and assist the sub-granted projects;
- Verify financial expenditures of the sub-grants;
- Monitor the implementation of the sub-granted projects;
- Ensure the accurate preparation of financial and narrative reports (internal and external) on grant activity;
- Oversee the financial training of sub-grantees to ensure proper reporting and bookkeeping;
- Provide external audit required information;
- Make periodic site visits.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ
: 
- Higher education in Economics, Finance or Accounting;
- At least 2 years of professional experience;
- Knowledge of AS-accounting, e-invoicing programs;
- Knowledge of the general provisions of accounting and tax legislation;
- Analytical skills;
- Ability to work under tight deadlines;
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues;
- Ability to perform team and individual work;
- Excellent knowledge of computer programs (MS Office);
- Excellent knowledge of Armenian and English languages.
